Bihar General Administration Department Achieves ISO Certification, Processes Over 51 Crore Public Service Applications
Additional Chief Secretary B. Rajender highlights major administrative reforms, grievance redressal milestones and large-scale digitisation at Samvad press conference
Dr. B. Rajender, Additional Chief Secretary, General Administration Department, Bihar, addressed a press conference held today at the Information and Public Relations Department's Communication Room (Samvad), Information Bhawan, and provided detailed information to the media about the department's key administrative reforms and achievements.
Dr. B. Rajender informed that the General Administration Department, Bihar, and BIPARD have received certification to the ISO 9001:2015 international quality standard. This certification was formally granted to the department on January 21, 2026, for a period of three years, demonstrating the quality, transparency, and standardization of departmental functioning.
He stated that under the Bihar Right to Public Services Act, 2011, 153 services are being provided to citizens by 14 state departments. These include caste, income, and residential certificates, new ration cards, labor accident relief, driver's license issuance, the Kanya Utthan Yojana, and social security pensions. To date, more than 51.13 crore applications have been successfully processed in the state.
Dr. B. Rajender stated that since July 2025, more than 64 services are being provided at the village level through Public Service Centers established in Panchayat Government Buildings/Panchayat Bhawans. This eliminates the need for citizens to visit the block, subdivision, or district headquarters.
Highlighting the grievance redressal system under the Bihar Public Grievance Redressal Act, 2015, he stated that timely and transparent grievance redressal has been ensured for 514 services and schemes across 45 departments. Since January 22, 2016, more than 18.57 lakh complaints and petitions have been resolved.
The press conference also provided information about the Bihar Government Servants Grievance Redressal System. Dr. B. Rajender stated that under this system, an effective online system is in place to resolve complaints related to service, retirement, and service benefits. Since June 3, 2019, 14,569 complaints have been resolved.
He informed that the Chief Minister's Fellowship Scheme has been approved under Notification No. 17373, dated September 15, 2025. Under this scheme, 121 subject matter experts (fellows) will be selected and provided with the opportunity to work in key state government offices. An MoU has been signed between the Bihar Administrative Reforms Mission Society and IIM Bodhgaya for this purpose.
Dr. B. Rajender stated that a total of 984,141 individuals have been provided employment in the government sector from April 1, 2020, to February 6, 2026. This includes 795,832 regular employees, 117,784 contract employees, and 70,525 externally employed employees. In the year 2025-26, requisition for 1,50,561 posts for jobs and employment has been made to various commissions and councils, on which further action for appointment is being taken.
Giving information on Human Resource Management System (HRMS), he said that under this, complete digitization of human resource administration has been done. So far, digitization of 2.72 lakh service records, scanning of more than 1.23 crore pages and service and salary management of about 8 lakh employees of 48 departments is being completed.
He informed that details of movable and immovable assets and liabilities of all Group 'A', 'B' and 'C' officers and employees of the state government are being regularly uploaded on the respective website, which is ensuring transparency.
Giving information about helpline services, Dr. B. Rajender stated that the "Jigyasa" central helpline (toll-free number 14403), launched in 2010, has provided information to over 7.92 lakh citizens so far. Furthermore, through the Samadhan Call Center (toll-free number 1800-345-6284), launched in 2016 under the Bihar Public Grievance Redressal Act, over 12.35 lakh citizens have filed complaints or obtained necessary information.
At the press conference, he also informed about other important administrative decisions. These include renaming Gaya city "Gaya Ji," the Master Circular of the Bihar Government Servants Probation Period Rules, 2024, the formulation of Standard Operating Procedures (SOPs) to streamline the work of Secretariat departments and officers, a circular regarding the acknowledgement of letters received in government offices, and the preparation and uploading of master circulars and ready reckoners for all branches of the General Administration Department on the departmental website.
