Kremlin Denies Any Formal Talks With U.S. on Reported Trump-Era 28-Point Ukraine Peace Plan

Peskov says Moscow has received no official proposal as leaked draft outlines sweeping territorial concessions to Russia, sanctions relief, and major security limits on Ukraine under a purported U.S. framework.

Russia has denied holding any substantive discussions with the US over the Trump administration's 28-point peace plan for ending the ongoing Russia – Ukraine war, said top presidential aide and the Kremlin's spokesman Dmitry Peskov, who claimed that Moscow has not been formally presented with the proposal.

Making his comments at a press conference here today, the Kremlin aide, when asked by reporters whether Moscow had any particular or substantive role in shaping the initiative, declined the report that any such discussions or moves had taken place between Moscow and Washington.

"No, we haven't received anything officially. We see some innovations. But officially, we haven't received anything. And there hasn't been any substantive discussion of these items," said the Kremlin aide.

As per the details of the recently leaked, rough draft of the US peace plan, the proposal outlines a far-reaching framework under which Washington and its allies would agree to some territorial concessions to Russia, including recognising its sovereignty on Crimea (captured 11 years ago, but not recognised globally) and over the more recently conquered Ukrainian territories such as Donetsk, Luhansk, Kharkiv, Zaporizhian, among others.

Additionally, it would be reintegrated into the global economy, join the G8, participate in joint ventures with the US in the extraction of rare earth materials, and all sanctions would be taken off.

In exchange, Moscow would pledge not to re-engage military hostilities with Ukraine, allow lending USD 100 bn worth of its frozen assets to the global initiative for Kyiv's reconstruction, and pull back its forces.

Meanwhile, Kyiv work would receive both monetary and military support from the US, EU, and the NATO, with Washington extending it security guarantees in wake of any future aggression, preferential treatment and access to European markets, membership in the EU, large-scale reconstruction which will include building of data centres, revamping its gas supply architecture, and technological advancements in the field of AI.

The plan reportedly includes the creation of a demilitarised zone in areas vacated by Ukrainian forces, with Russia handing back some of the captured territory.

Ukraine's armed forces would be capped at a significantly reduced size, with a ceiling of 600,000 (currently at 850,000) and lose access to both long-range strike capabilities, abandon its bid to join the NATO, and zero foreign troops would be deployed for its security.

The draft also proposes granting Russian status as an official language in Ukraine's many Russian speaking parts.

The Kremlin has so far refrained from commenting on the substance of the leaked provisions, reiterating only that it has not been officially engaged, and remains a "live document" open to amendments.

Washington has not publicly released the proposal, which forms part of a wider push by the Trump administration to explore possible pathways to ending the war, while trying to rebuild ties with Moscow.
