Bihar Charts Roadmap to Become Eastern India’s Tech Hub at Apex Committee Meeting

The second meeting of the three Apex Committees constituted by the Government of Bihar to position the state as a leader in innovation, technology services, and the New Age Economy was held on 11 March 2026 at Bihar Bhawan in New Delhi. The meeting was chaired by the Chief Secretary of the Government of Bihar, Shri Pratyaya Amrit. During the meeting, detailed deliberations were held on the long-term strategy for technology-driven development in the state and measures to attract investment.

Discussions were held on the proposed roadmap for developing Bihar as a technology hub of Eastern India. In this context, the potential for major projects such as semiconductor manufacturing, Global Capability Centers, a Mega Tech City, and a Fin-Tech City was explored.

In addition, strategies to promote startups, innovation, and employment-oriented opportunities for youth under the New Age Economy were also discussed. The meeting also reviewed the existing policies of the state and deliberated on the reforms and new initiatives required to further encourage startups and innovation.

The participants also discussed a plan to establish Bihar as a Global Backend Hub and Global Workplace over the next five years. Discussions focused on implementation strategies, strengthening inter-departmental coordination, and enhancing partnerships with industry stakeholders.

In his address, Chief Secretary Shri Pratyaya Amrit stated that the primary objective of the Bihar government is to create an investment-friendly ecosystem in the state so that both domestic and international investors come forward to establish industries in Bihar. He noted that the state’s large pool of talented youth, rapidly improving infrastructure, and investor-friendly government policies are making Bihar an increasingly attractive destination for investment. He also highlighted that upcoming industrial conclaves will serve as important platforms to attract large-scale investment and connect global investors and industry leaders with opportunities available in Bihar.

Secretary, Industries Department, and Managing Director of Bihar Industrial Area Development Authority (BIADA), Shri Kundan Kumar, spoke in detail about strategies to promote investment in startups and sectors related to the New Age Economy in Bihar. He stated that the state government aims to develop Bihar as a strong hub for technology companies, startups, and service-sector industries. He further informed that upcoming industrial summits will help connect investors, industrialists, and global entrepreneurs with the industrial opportunities available in the state.

Secretary, Information Technology Department, Shri Abhay Kumar Singh, discussed the initiatives related to the state government’s AI Mission. He noted that Bihar has significant potential in the fields of artificial intelligence and emerging digital technologies. Encouraging investment in these areas would not only lead to the establishment of new industries but would also create large-scale employment opportunities for the youth.

It was decided during the meeting that a clear and time-bound action plan will be prepared for each Apex Committee to ensure the phased implementation of the proposed initiatives. Under this plan, key priorities, required policy interventions, and strategic initiatives will be identified.

It was also suggested that better coordination among the state government, industry, educational institutions, and the startup ecosystem should be established to accelerate technology-led development.

The meeting also emphasized the need to attract large-ticket investments. For this purpose, it was proposed to increase engagement with global investors working in technology-driven and innovation-led sectors and present Bihar as a high-potential investment destination.

Further discussions were held on supporting high-potential startups in scaling rapidly towards becoming unicorns by providing them improved access to markets, financing, incubation support, and global partnerships. Particular emphasis was placed on promoting enterprises in sectors such as AI, deep tech, fintech, agritech, and healthtech.

MLA Shri Ruhail Ranjan (Islampur), MLA Shri Abhishek Anand (Cheria-Bariarpur), experts from various sectors, and representatives from industry also participated in the meeting. The meeting was attended by Additional Chief Secretary, Finance Department, Shri Anand Kishor; Principal Secretary, Agriculture Department, Shri Narmdeshwar Lal; Secretary (Expenditure), Finance Department, Smt. Rachna Patil; Director, Industries (MSME), Shri Aman Sameer; Director, Industries, Shri Mukul Kumar Gupta; and Director, Agriculture Department, Shri Saurav Suman Yadav.

International entrepreneur from the technology and startup sector, Shri Sushant Patnaik, also shared his views.

Prominent industry experts and entrepreneurs associated with the startup and entrepreneurship ecosystem also shared their perspectives. Shri Shashank Kumar, Co-founder and CEO of DeHaat; Smt. Shradha Sharma, CEO of YourStory; and Shri Arunabh Sinha, Founder and CEO of UClean were physically present. Shri Gaurav Kumar, Founder of Yubi / Vivriti Capital / Vivriti Asset Management, and Shri Azhar Iqubal, Co-founder and Chairman of Inshorts, also participated in the meeting and shared their insights.

During the meeting, all participants emphasized the need to work collectively to develop Bihar into a major center for technology, innovation, and investment.
