Bihar Chief Secretary Orders CCTV, PPP Framework to Strengthen State Sports Ecosystem

The Chief Secretary of Bihar, Shri Pratyay Amrit, chaired a high-level review meeting of the Sports Department in the presence of Secretary, Sports, Shri Mahendra Kumar, along with senior departmental officials.
During the meeting, the Chief Secretary emphasized the need to strengthen security and monitoring mechanisms across the state’s sports ecosystem. Regarding the security arrangements at Khel Clubs and sports infrastructure, he directed that CCTV cameras must be installed at all sports facilities across Panchayats and outdoor stadiums to ensure transparency, safety, and accountability. He further instructed that a robust institutional monitoring framework be developed to systematically track the activation, functioning, and progress of Khel Clubs. The process of Khel Club activation must be institutionalized to allow periodic review and measurable performance assessment. He also directed that regular inspections be conducted at the Secretary level to ensure strong oversight and effective implementation of sports initiatives across the state.
Highlighting the importance of collaborative development, Shri Amrit stressed the need to actively involve private stakeholders at all levels to promote a healthy Public-Private Partnership (PPP) model within Bihar’s sports ecosystem. He directed that a clear policy framework for partnership between public institutions and private players be developed so that all stakeholders feel engaged and accountable. He encouraged the department to tag along with local industry partners to promote sports activities and motivate youth participation in tournaments and competitive events. The Chief Secretary noted that an inclusive and well-defined PPP framework would be the most promising pathway for sustainable sports development in the state.
To strengthen accountability at the grassroots level, the Chief Secretary directed that District Sports Officers, state government sports trainers, and physical education teachers must be tagged with every Khel Club to ensure clear lines of responsibility. In order to ensure transparency in procurement and prevent monopolization, he instructed the department to empanel sports suppliers and vendors through an open call process so that quality sports goods can be supplied to Khel Clubs at uniform prices across the state. He further directed that a price cap be fixed on sports goods to prevent monopolistic practices and ensure affordability throughout Bihar.
During the review, Shri Amrit expressed satisfaction over the functioning of the 27 Eklavya Centres currently operational in the state and directed the department to expedite the activation of the remaining planned centres. The department also informed the Chief Secretary about the Half Marathon events planned for November and February, with the first event scheduled to commence this November. The meeting reaffirmed the Government of Bihar’s commitment to building a secure, accountable, transparent, and inclusive sports ecosystem across the state.
