Bihar Expands RTPS Centers to Strengthen Rural Public Service Access

The department is making efforts so that in the coming time, people can get the benefit of the right to other public services at the RTPS centers operated in the panchayats. In this regard, a letter has been sent by the department to Bihar Administrative Reforms Mission Society.

The Panchayati Raj Department, Bihar has made a point-wise plan so that people in rural areas can get the right to services easily. In the light of the direction of the Chief Secretary, Bihar, the officials have been directed to ensure that the Executive Assistant / Data Entry Operator works in the Panchayats where they are posted. Biometric Attendance System (BBAS) has been adopted to ensure the presence of officials and employees in the Gram Panchayats and it is being linked to HRMS for salary and leave management. A letter has been sent to Bihar Administrative Reforms Mission Society for service extension at the RTPS center operated in the Gram Panchayats. The department is making efforts so that in the coming time, the benefit of the right to other public services is available at the RTPS centers operated in the panchayats. To ensure that people get maximum benefit of RTPS centers, continuous review is being done and site inspection is also being ensured.

So that the rural population of the state can get the benefit of the right to public services in the Gram Panchayats itself and for this they do not need to go to the block level, the Panchayati Raj Department, Bihar started operating RTPS centers in the Gram Panchayats. This has brought ease in the life of the common man and has ensured saving of their time. The wide impact of this scheme started in the year 2019 is now visible in the Gram Panchayats of the state. A total of 5,68,916 were received from 01 October 2024 to 6 March 2025 at the RTPS centers operated in the Gram Panchayats of the state, out of which 4,98,536 have been executed. This shows that people are getting quick benefit of the right to public services from the RTPS centers operated in the Gram Panchayats.

Facilities available at RTPS centers operated in Gram Panchayats

At present, facilities are being provided at RTPS centers operated in Gram Panchayats for making Backward/Extremely Backward Non Creamy Layer Certificate (at CO, DM and SDO level), Caste Certificate (at CO, DM and SDO level), Character Certificate, EWS Certificate (at CO, DM and SDO level), Income Certificate (at CO, DM and SDO level), Online Application for Bihar State Migrant Laborer Accident Grant Scheme, Other Backward Class Certificate (at CO, DM and SDO level), Residential Certificate (at CO, DM and SDO level). In the coming time, the department is making efforts to get the benefit of the right to other public services at the RTPS centers operated in the panchayats. In this regard, a letter has also been sent by the department to Bihar Administrative Reforms Mission.

RTPS centers are ensuring transparency while promoting e-governance

The RTPS centers operating in the Gram Panchayats of the state are ensuring the success of e-governance efforts adopted by the Panchayati Raj Department, Bihar to ensure transparency. In order to ensure transparency in the functioning of the Gram Kachharis of the state, the e-Gram Kachhari Court Management System has been developed by the department. Bihar is the first and currently the only state in the country to adopt this system. It was inaugurated by the Honorable Chief Minister Shri Nitish Kumar on 24 October 2024. Now the rural population of the state can register complaints in the Gram Kachhari through the Panchayat e-Gram Kachhari portal and can also get information related to hearing and decision through this portal. This is a unique initiative of the department towards promoting e-governance. By visiting the RTPS centers operating in the Gram Panchayats of the state, people are able to register complaints in the Gram Kachhari through Panchayat e-Gram Kachhari.

To make the process of hunting of Ghorparas/wild boars and disposal of their carcasses transparent in the non-forest areas of the state, Panchayati Raj Department, Bihar has developed a website through which application can be made for killing Ghorparas/wild boars. With the help of this website, both the candidate and the shooter are getting convenience and the management of related data is also being done in a better way. Application can also be made for killing Ghorparas/wild boars at RTPS centers operating in the gram panchayats.

The department is constantly making efforts to ensure that maximum benefit is received from the RTPS centers operated in the Gram Panchayats.

Along with this, the officials have been directed by the Director Panchayati Raj Department, Bihar, Patna to ensure the quality of work by conducting site inspection.

RTPS centers will be operated in Panchayat Government Buildings

The department is rapidly getting the construction work of Panchayat Government Buildings done in the Gram Panchayats. In the Panchayats where Panchayat Government Buildings have been constructed, the department is ensuring the operation of RTPS centers in them. After the construction of Panchayat Government Buildings in other Gram Panchayats of the state, RTPS centers will be operated in these. In the Gram Panchayats where the construction of Panchayat Government Buildings has not been completed, suitable buildings located in the headquarters village of such Gram Panchayats are identified and Gram Panchayat offices and RTPS centers are being operated in them.

Doorstep delivery of schemes is being ensured from the RTPS centers operating in the Gram Panchayats of the state and the development of Panchayats is getting a boost.
