Bihar Forms 10 Flying Squads To Monitor Construction Quality

The Bihar Building Construction Department has constituted ten Flying Squads to enforce quality standards across new and renovation projects in the state, Department Secretary Kumar Ravi announced, in a move aimed at ensuring durable, structurally sound public infrastructure.
Each Flying Squad comprises engineers at the Superintending Engineer, Executive Engineer, and Assistant Engineer levels, with dedicated teams also appointed to inspect electrical works in buildings. To eliminate bias and ensure independence, Superintending Engineers will inspect projects outside their own posting zones — a transparency measure built into the squad's operating framework. All Flying Squads function under the supervision of the Chief Engineer, Quality Monitoring.
During site visits, squads will collect material samples — including bricks, concrete cube moulds, sand, and gravel — and dispatch them to zonal or central laboratories for testing. The department's central laboratory is equipped with over 55 modern instruments capable of conducting in-depth assessments of old, under-construction, and planned structures. Post-inspection reports submitted by the squads will be reviewed at the departmental level.
Secretary Kumar Ravi described the Flying Squads as a critical step towards accountable infrastructure development. "Quality is not compromised in construction projects and the proper utilisation of assets is being ensured," he said, adding that special quality-assurance campaigns are conducted periodically at the departmental level.
