Bihar Health Department Reviews COVID-19 Preparedness as India Detects Two New Variants

A state level review meeting related to irrigation sector was organized today in the departmental meeting room, Patna under the chairmanship of Hon'ble Minister of Water Resources Department, Shri Vijay Kumar Chaudhary. The meeting was inaugurated by lighting the lamp by Hon'ble Minister Shri Vijay Kumar Chaudhary and Principal Secretary of the Department. Thereafter, the welcome address was presented by Advisory Chairman of Valmi Governing Council, Shri Ishwar Chandra Thakur.

During the meeting, the progress of schemes and programs related to various sectors of the department was reviewed in detail and point-wise. Under the review of irrigation sector, physical and financial progress, status of water supply till the last end of the canals, pending issues related to land acquisition and updated status of progress visits were discussed in detail.

Minister Shri Vijay Kumar Chaudhary said during the meeting that face-to-face meetings improve communication, this will help in understanding the ground level problems. Such meetings will accelerate the progress of works.

Along with this, he said that the basic responsibility of the Water Resources Department is to provide accessible and effective irrigation facilities to the farmers of the state, which is the backbone of the agricultural economy of the state. He strictly directed all the Chief Engineers to be sensitive and responsible towards the works and ensure that the flow of water in the canals reaches every village and farm without any hindrance. He clearly said that all the site inspection works should be done seriously before the upcoming irrigation season, and if any flaw is found, personal responsibility will be fixed.

The Minister also strictly directed the Chief Engineers to take action against the contractors who are negligent in the works. Also, necessary disciplinary action should be taken against those contractors who have committed irregularities, negligence or compromised on quality in the works. It is the priority of the state government that every farmer gets irrigation facility on time and for this, departmental accountability should also be equally ensured.

While addressing the meeting, Principal Secretary Shri Santosh Kumar Malla expected all the officers of the department to ensure the highest level of irrigation facility in their respective areas. He informed that 37 lakh hectare irrigation capacity has been created in the state, which is the primary objective of the department to implement 100 percent. Along with this, he also directed that all the action plans should be completed within the stipulated time frame. He clearly warned that if a situation of canal dam breaking and flooding in the area arises, then disciplinary and departmental action will be taken by fixing responsibility against the concerned Executive Engineer, Assistant Engineer, Junior Engineer as well as the Chief Engineer. Also, all the officers were instructed to prepare and submit a detailed route map of canal-wise site inspection for their areas for the next one week.

In various sessions of the meeting, the progress of the schemes being run in Siwan, Motihari, Darbhanga, Saharsa, Bhagalpur, Bihar Sharif, Gaya, Aurangabad and Dehri areas was reviewed in detail. At the end of the meeting, the vote of thanks was given by Technical Advisor Shri Ravindra Kumar Shankar.

On this occasion, Additional Secretary of the Department Mr. Naveen, Additional Secretary Mr. Pawan Kumar Sinha, Chief Engineer (Headquarters) Mr. Sharad Kumar, Chief Engineer (Irrigation Generation) Mr. Awadhesh Kumar, Chief Engineer (Planning & Monitoring) Mr. Brajesh Mohan, Chief Engineers of the concerned projects and other senior officials including technical advisors were present. All the officers provided the updated progress information of their areas to the Minister and shared their views for effective implementation of the schemes.
