Bihar Issues 6.16 Lakh Disability Identity Cards, Aims to Clear Pending Applications by June

A total of 6 lakh 16 thousand 329 Divyangjans have been issued Unique Disabled Identity Card (UDID) in Bihar so far. Special initiatives are being taken to execute the remaining pending 1 lakh 1 thousand 334 new applications as soon as possible. Social Welfare Department Secretary Bandana Preyashi directed to execute at least 25 percent of the pending cases by the end of June 2025 during the state level Divyangjan Empowerment Review Meeting.

During the departmental meeting, Secretary Bandana Preyashi also ordered to organize special camps regularly for the survey and certification of Divyangjans so that all eligible beneficiaries can be covered with this identity card.

During the review, he directed to distribute battery operated tricycles and other assistive devices to the eligible beneficiaries on time under the Chief Minister Divyangjan Empowerment Chhatra Yojana 'Sambal'. During this, instructions were given to set a total annual target of 6,000 for battery operated tricycles and an annual target of 7,000 for accessories. Last year, a total of 24,981 tricycles and 97,142 accessories have been distributed to the beneficiaries.

During the meeting, instructions were also given to execute a total of 58 pending applications related to legal guardianship. The Secretary emphasized on the timely implementation of schemes, cooperation of public representatives and social organizations and the use of means like flex, banners, street plays, miking etc. for wide publicity.

Initiative for rehabilitation of mentally deranged women and children

The departmental secretary also reviewed three Aasra homes located in Patna and instructed the officials to contact the families of the beneficiaries and rehabilitate them. Along with this, the operational status of residential and day schools (Chaman) for deaf, dumb, blind and mentally challenged children was also thoroughly reviewed.

Emphasis on National Scholarship and Rehabilitation Schemes

National Scholarship Scheme, ADP Scheme, Deendayal Divyang Rehabilitation Scheme (DDRS) and CPDA Scheme were also reviewed in the meeting. A target has been set to provide scholarship to 5,000 students in the year 2025-26. It is worth noting that in the last five years, 7,755 students have benefited from this scheme.

Review of matters of State Commissioner Disability Office

An order was also given during the meeting to submit a quick investigation report of 27 pending registration/re-registration applications related to the State Commissioner Disability Office. Social Welfare Department Secretary Bandana Preyashi finally directed all the officers to work with seriousness, sensitivity and promptness and provide proper benefits of the schemes to the disabled people of the state on time.

In this meeting chaired by Social Welfare Department Secretary Bandana Preyashi, Director of Directorate of Empowerment of Persons with Disabilities Yogesh Kumar Sagar, Deputy Secretary Harishankar Ram, Additional Commissioner Disability Rubi Kumari, Deputy Director Bhuvan Kumar and many other officials and employees of Directorate of Empowerment of Persons with Disabilities were present.
