Bihar Launches E-Shiksha Kosh Portal for Online Resolution of Teacher Grievances

For quick resolution of teachers' problems, the Education Department has set up a structured website. Under this, teachers have been given the option to register their complaints on the e-Shiksha Kosh portal. Any teacher working under the state government can register his complaint on this portal through his login.

Additional Chief Secretary of Education Department S Siddharth has written a letter to all the District Education Officers of the state saying that the department has made many arrangements for redressal of teachers' complaints. Which also includes organizing Janata Darbar every Saturday for the resolution of their problems at the district and block level. So that the problems of teachers are resolved at the local level. But due to their problems not being resolved at the local level, teachers have started registering their complaints in the Command and Control Center established at the headquarters. Whereas the applications submitted by the teachers in the Command and Control Center are sent to the District Education Officer and their execution is done. The Additional Chief Secretary says that due to the non-resolution of teachers' problems at the local level, a large number of teachers reach the state headquarters. Sometimes it has been seen that they reach the secretariat with their entire family to meet senior officials with their problems. This not only causes personal difficulties to the teachers, but also disrupts the work of the state headquarters. He said that the regional officials have been repeatedly told to solve the problems of teachers at the local level itself. He has also said in his letter that it seems that it is not being taken seriously.

He said that now after registering all the complaints on the structured website, the District Education Officer, Director of Primary Education, Director of Secondary Education, Director of Mid Day Meal Scheme as well as the Additional Chief Secretary will be able to see these complaints together. Whereas only the Director of Primary and Secondary Education and the Additional Chief Secretary will be able to see the corruption related complaints. He said that it is the responsibility of the District Education Officer to execute the complaints and upload the compliance report on this e-Shiksha Kosh, so that the Public Grievance Cell of the Additional Chief Secretary can review the compliance from time to time. Teachers can also see the action taken regarding their registered complaint on the e-Shiksha Kosh portal.

The Additional Chief Secretary has also clarified that this website is not for original applications. Teachers will still submit their original applications to the local Block Education Officer and District Education Officer. If action is not taken at their level, they can register their complaints on this portal. Whereas the general public can register their complaints through the Command and Control Center as before. The Additional Chief Secretary clarified that the Education Department wishes that teachers will stay in schools and do educational work and will not waste their time by unnecessarily visiting various offices.
