Bihar Launches Four New HRMS Modules with User Manuals for 6.27 Lakh Government Employees

The State Government is implementing the Human Resource Management System (HRMS) for regular employees in a phased manner from August, 2022.

Under the HRMS project, all the employees of regional offices, divisions and districts along with all the departments of the Secretariat have been included. The service structure, service conditions and other benefits payable (pay level, salary, post, grade, pension, leave, provident fund, pay fixation etc.) of all these employees, maintenance and updating of e-service book and other records etc. will all be done online in a paperless manner through a completely software based system.

On the basis of the unique identification of the employees, information about every action related to them will be available to them instantly through e-mail/SMS. With the implementation of this system, information about their entire service history will be available to the government servants through digital medium and it will be convenient to take decisions in minimum time with transparency in all service cases. Ultimately, this will reduce service related complaints to government employees. Under the first phase of the project, Pay Roll Module has been implemented from 27.08.2022. Under which currently the salary of 6.27 lakh employees is being paid. Under the second phase, a total of 10 modules have been implemented, namely Leave Management, Establishment, Service Verification, Employee Self Service, E-Service Book, Cadre Management, Reward and Appreciation, IT Declaration, Travel Entitlement and Advance and Recovery.

To facilitate the use of the implemented modules, continuous training is being given and module-wise manuals are being prepared in simple language.

In the said sequence, today on 23.05.2025, Dr. B. Rajender, Additional Chief Secretary-cum-Mission Director, Bihar Administrative Reforms Mission Society inaugurated four modules of Human Resource Management System, Registration of Regular Employees, E-Service Book, Employee Self Service and Leave Management Manual. This manual will be made available to all departments and related offices soon.
