Bihar Launches Social Media and Online Media Policy 2024 to Empower Digital Creators

The Government of Bihar has unveiled a groundbreaking initiative titled "Bihar Social Media and Other Online Media Policy 2024". Spearheaded by the Department of Information and Public Relations, this policy aims to extend government support and recognition to social media influencers, web media platforms, and mobile app operators across the state. Online applications for the benefits under this scheme have already commenced, opening new avenues for digital content creators and media professionals to partner with the government.

The policy focuses on enabling individuals and firms with a strong digital presence to qualify for empanelment and associated benefits. Eligible applicants include those with at least 100,000 followers or subscribers on platforms like Facebook, Instagram, X (formerly Twitter), and YouTube. Additionally, operators of web media platforms or mobile applications averaging a minimum of 50,000 unique monthly users over the past six months can also apply.

Applicants must meet specific eligibility criteria, such as being operational for at least one year before applying and possessing the necessary equipment for content creation. For web media, user data authenticity will be verified through trusted tools like Google Analytics and Comscore, ensuring transparency and reliability. Notably, only web media platforms registered in India will qualify, including those owned by foreign companies with offices in Indian territory.

The policy also introduces structured payment mechanisms, with rates determined by the Directorate of Advertising and Visual Publicity (DAVP) or by a specialized committee for entities outside DAVP categories. This provision ensures fair compensation for digital creators contributing to government campaigns.

Applicants are required to submit detailed documentation, including registration proof, GST certificates or ITR returns for the past year, PAN and Aadhaar card copies, and bank account details. Web media operators must also provide certified reports of their average unique monthly users for the preceding six months. Social media applicants need to furnish analytics reports of their follower engagement for the same period.
