Bihar Pushes Deregulation Phase 2 to Simplify Rules for Citizens, Businesses

An important step was taken today towards accelerating administrative reforms in Bihar and simplifying regulations for citizens and businesses. A high-level meeting was held in the auditorium of the Old Secretariat regarding the implementation of Deregulation Phase 2. At the meeting, Chief Secretary of Bihar, Mr. Pratyay Amrit, clarified that the state government will make every effort to complete this regulatory simplification process within the stipulated timeframe.
In this meeting, senior officials from the Central Government and NITI Aayog held detailed discussions with senior officials of the Bihar Government on 23 new priority sectors and alternative priority sectors, aimed at strengthening regulatory efficiency and reducing compliance burden.
This second phase of deregulation emphasizes the following key reforms:
Land and Construction: Eliminating the "Change in Land Use" (CLU) requirement will provide relief to landowners and streamline the building permit process.
Education and Health: Rationalizing minimum land and infrastructure requirements for private schools and universities. Appoint a single nodal agency for healthcare licenses.
* Industry and MSMEs: Empowering State Industrial Development Authorities for approvals in industrial clusters and implementing a self-declaration-based system for MSMEs.
* Other reforms: Expediting electricity connection processes, increasing the frequency of environmental clearance meetings, and establishing an auto-appeal system under the Right to Service (RTS) Act.
On behalf of the Government of India, Dr. Nidhi Pandey, Joint Secretary, Ministry of Home Affairs (Department of Official Language), Ms. Radha Katyal Narang, Director, Mr. Rahul Shrestha, Director, Department for Promotion of Industry and Internal Trade (DPIIT), and Mr. Gagan Kumar, NITI Aayog, participated in the meeting. Senior officials from the Departments of Education, Industry, Energy, Environment, Forest and Climate Change, and Revenue and Land Reforms participated on behalf of the State Government.
