Bihar Revenue Department Launches Comprehensive Modernization and Transparency Initiatives

At a press conference held today, the Additional Chief Secretary of the Revenue and Land Reforms Department, Mr. Deepak Kumar Singh, emphasized the department’s commitment to transparency and accountability. Highlighting the department's direct engagement with the public, Mr. Singh stated that the aim is to ensure hassle-free services for citizens, farmers, and landowners without requiring them to visit revenue offices frequently.
Key Initiatives by the Department
Land Survey for Dispute Resolution:
To eliminate land disputes, the Bihar government has prioritized land surveys under the "Bihar Special Land Survey" initiative.
A total of 9,888 personnel, including Special Survey Amin (8,035), Kanungo (458), Assistant Settlement Officers (353), and clerks (742), were appointed.
With the inclusion of existing staff, nearly 14,000 personnel are now part of this initiative.
Modernization and Digitization of Land Records:
A booklet on ancient Kaithi script was launched to address issues with old records written in this script.
Scanning and digitization of cadastral and revisional survey records, jamabandi registers, and other critical documents commenced in 2022.
The department introduced online services for obtaining verified copies of records. Over 1.42 lakh applications have been processed, ensuring citizens have access to essential land documents.
Online Services and E-Mapping:
The "E-Mapping" portal launched in December 2023 simplifies land measurement.
Citizens can apply online, pay fees, and receive digitally signed measurement reports without visiting offices.
To date, 57,830 applicants have availed of this service.
Bihar Special Land Survey Progress:
Active in all 38 districts across 534 blocks, the survey updates records and reduces conflicts over land ownership.
In its second phase, surveys in 18 districts are ongoing.
Initiative for Landless Families:
Under "Campaign Basera-2," 30,722 homeless families have been allotted 5 decimal plots near their villages.
The government also provides collective facilities such as roads, water, and electricity to resettled groups.
Revenue Map Sales:
Revenue maps were showcased and sold at various events, including the Sonepur Fair and Patna Book Fair.
These events generated ₹1.9 million in revenue and saw participation from thousands of citizens.
Streamlined Mutation Processes:
A digitized and simplified mutation (dakhil-kharij) system has been implemented with time-bound resolutions (35 days for uncontested cases and 75 days for contested cases).
In 2024-25, out of 1.73 million applications received, 80% were resolved.
Online Payment for Land Revenue:
Landowners can now pay dues online, reducing the hassle of visiting offices. In 2024, over ₹2.74 billion was collected through online payments.
Land Acquisition for Development Projects:
The government acquired land for key infrastructure projects such as the Patna Airport expansion, elevated corridors, and industrial clusters in Kishanganj and Khagaria.
Anti-Corruption Measures
The department has taken strict action against corruption, penalizing 349 officers and issuing warnings to 109 others for misconduct, ensuring greater accountability.
These initiatives by the Revenue and Land Reforms Department underline its dedication to modernizing land administration and making services accessible and citizen-friendly. The ongoing reforms promise to resolve disputes, update land records, and provide equitable access to land and resources for Bihar's residents.
