Bihar to Roll Out OPRMC-III for Modern Road Maintenance With AI-Based Monitoring

A detailed review of the implementation of OPRMC-III (Output and Performance Based Road Maintenance Contract) for modern road maintenance was held today in the departmental meeting room under the chairmanship of Mr. Pankaj Kumar Pal, Secretary, Road Construction Department. During the meeting, the Secretary discussed the new framework designed to ensure road quality and smooth traffic flow.
Through the presentation, the entire process of real-time road monitoring, AI/ML-based monitoring, road ambulance service, and high-level maintenance work was discussed in detail. Given the success of the previously implemented OPRMC-II for modern road maintenance, OPRMC-III will be implemented for seven years with new maintenance systems.
The Secretary stated that Bihar's OPRMC model is recognized nationwide as a cost-efficient, sustainable, and transparent system. This policy has become a transformative model for road maintenance in the state, providing improved convenience and safety to road users. He stated that OPRMC-III will be implemented with improved real-time monitoring in mind, utilizing AI/ML technology.
He stated that the primary objective is to further strengthen the model's efficiency, monitoring systems, and modern maintenance methods to ensure transparency, consistent road quality, and timely repairs. This year, the target has been significantly increased compared to OPRMC-II. A total of 100 packages cover approximately 19,327 kilometers of roads.
OPRMC-III will also provide complete maintenance and management of bridges up to 6 meters. For bridges above 6 meters, only the crust and shoulder of the approach road will be maintained.
The Secretary stated that AI/ML technology will be used to survey road defects to minimize human intervention. OPRMC-III will reduce the response time for road repairs compared to OPRMC-II. For this, he gave necessary instructions to the officials.
To implement OPRMC-III soon, the proposal will be implemented after obtaining approval from the concerned authority. He said that this model not only maintains road quality but also ensures smooth traffic flow and long-term stability of the road network. Potholes and defects in the roads will be repaired in minimum time and brought in line with the standards of riding quality.
Senior officials and engineers of the Road Construction Department along with other officials were present in this meeting.
