Bihar's Vehicle Scrapping Initiative Processes Over 1,500 Aging Vehicles Since 2023

To reduce pollution caused by vehicles in the state, vehicles older than 15 years and unusable are being scrapped. For this, there are vehicle scrapping centers at two places, Nilium Scrapping Center in Patna and SK Enterprises in Vaishali. According to the information received from the Transport Department, 1557 applications have been received for scrapping of old vehicles between January 2023 and March 2025. Of these, 747 vehicles are army, 308 vehicles are government and 522 vehicles are private.
Discount on scrapping of old vehicles
The state government is encouraging vehicle owners to get vehicles older than 15 years scrapped. For this, many types of tax exemptions are being given. In this, vehicle owners are being given tax concession on registration of new vehicles on the basis of Certificate of Deposit (COD), 25 percent tax exemption on scrapping of private vehicles and 15 percent discount on scrapping of commercial vehicles. Along with this, there is a provision to give one-time exemption to vehicle owners in all types of pending dues. This exemption is effective till 31 March 2026. The department has made scrapping of 15-year-old government vehicles mandatory.
Vehicle owners benefit on buying a new vehicle: Minister
Transport Minister Sheela Kumari said that a lot of work is being done for scrapping vehicles in the state in the last one year. Vehicle owners who get their old vehicles scrapped do not have to suffer any loss, so they are being given many types of facilities. In this, old vehicle owners are also being given the benefit of tax exemption on buying a new vehicle, so that there is no financial burden on the people. The department is working vigilantly for the convenience of the general public.
E-application for scrapping
E-auction for scrapping of government vehicles is done on Metal Scrap Trade Corporation Limited (MSTC) https://www.mstcindia.co.in/index.aspx or Government e-Marketplace (GeM) https://gem.gov.in/ portal. Any Registration Verification and Scrapping Facility (RVSF) center from across the country can participate in it and can buy and scrap the vehicles. On the other hand, for scrapping of private vehicles, one has to apply on the Ministry of Road Transport and Highways (MORTH) portal, which will be bought and scrapped by the RVSF center.
