CM Nitish Kumar Reviews Bhojpur’s Development, Announces Major Infrastructure and Welfare Projects

In the review meeting, District Magistrate Mr. Tanay Sultania gave detailed information through presentation regarding the progress and updated status of developmental schemes running in Bhojpur district. In the presentation, the District Magistrate gave detailed information to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Scheme, encouragement to women for higher education, medical consultation through telemedicine in health sub-center, doorstep delivery of veterinary services and updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate informed the Chief Minister about 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat/Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij/Parimarjan/Parimarjan Plus and Jal-Jeevan-Hariyali Abhiyan. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.
Addressing the review meeting, the Chief Minister said that I congratulate and welcome all of you in this review meeting. District Magistrate Mr. Tanay Sultania has given information about the developmental works going on in Bhojpur district, it should be kept in mind. I thank the District Magistrate for this. The public representatives present here have also made some points. Today we have also visited many places here and seen the development works. We keep roaming around regularly. Development work is done keeping in mind the information received from the people. Before the start of the Pragati Yatra, the officials had collected information about the needs and problems of each district by holding a meeting. Today we have reached here in the course of the Pragati Yatra of the 34th district. Whatever announcements are being made in the course of the Pragati Yatra, we are also getting them approved by the Cabinet. We will tell the officials to ensure further action keeping in mind whatever needs are there here. Our aim is to make Bihar progress in every way. From the beginning, we have been doing development work in every field. We have established the rule of law in Bihar and are constantly engaged in taking development work forward. The Chief Minister said that our government was formed in Bihar on 24 November 2005. You all are aware of the condition of Bihar before the year 2005. People were afraid to come out of their homes after evening. There were frequent fights between Hindus and Muslims, which we ended. There was no arrangement for treatment in hospitals, roads were dilapidated. The condition of education was not good. There was a great lack of roads. Patients did not get medicines in hospitals. When the people of Bihar gave us a chance to work, the situation of Bihar has changed. Development work is being done in every field. The atmosphere of fear and terror has now ended in Bihar. An atmosphere of peace and brotherhood prevails. I was a minister in the government of respected Atal Bihari Vajpayee ji. It was he who made me the Chief Minister. I listen to all the public representatives equally. Their important demands are also fulfilled, no matter which party they belong to.
The Chief Minister said that earlier the condition of electricity in Bihar was very pathetic. There was almost no electricity in rural areas, while in the capital Patna, there was no supply of electricity for more than 8 hours. To end the Hindu-Muslim dispute, we started the work of fencing the graveyards from the year 2006. So far, more than 8 thousand graveyards have been fenced, 1273 more graveyards have been marked, out of which 746 graveyards have been fenced and the remaining graveyards are being fenced. We saw that incidents of idol theft are taking place from temples, in view of this, we decided to build boundary walls of temples older than 60 years so that incidents of theft do not take place in temples. We have not left any work unfinished.
The Chief Minister said that we have done a lot of work to bring about improvements in the field of education. A large number of new school buildings were built. Contract teachers were appointed. From the year 2006, a uniform scheme was started for children studying in government schools. From the year 2009, a cycle scheme was started for girls, but when boys started demanding, a cycle scheme was also started for them from the year 2010. Earlier, very few girls used to go to school. When girls were given cycles, they started going to school on time. They also take their parents to the market in the evening. He said that we are getting development work done in the whole of Bihar. No area of Bihar is deprived of development. We have done work on a large scale for education, health, roads, bridges, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours, every kind of work is being done for this. Contract teachers have been appointed on a large scale in Bihar. Efforts have been made to improve the education sector by constructing school buildings. A large number of government teachers are also being reinstated. Along with this, government recognition is being given to employed teachers through examination. Madrasas have also been given government recognition and the teachers teaching there are being paid salary as per government teachers.
The Chief Minister said that before the year 2005, only 39 patients used to come to the Primary Health Center in a month for treatment. We provided free medicine and treatment facilities in government hospitals, due to which now on an average more than 11 thousand patients are coming to the Primary Health Center for treatment in a month. All of you should remember this. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. Patna Medical College and Hospital (PMCH), the oldest hospital in Bihar, is being made to have a capacity of 5400 beds. The remaining 5 old medical colleges and hospitals are also being expanded to make them hospitals with a capacity of 2500 beds. IGIMS, Patna is also being expanded to make it a hospital with a capacity of 3000 beds.
The Chief Minister said that since the year 2015, through the Saat Nishchay Yojana, we have provided basic facilities like tap water to every house, construction of toilets in every house, construction of paved lanes and drains to every house, construction of paved roads to every hamlet, electricity connection to every house to the people. These facilities are also being provided in the new settlements that have been built. From the year 2020, under the Saat Nishchay Yojana-2, the work of providing irrigation water to every farm, Chief Minister Rural Solar Street Light Scheme, Telemedicine, Bal Hriday Yojana is progressing rapidly.
The Chief Minister said that we are constantly making efforts for the upliftment of women so that they can become self-reliant. We implemented the provision of giving 50 percent reservation to women in Panchayati Raj Institutions from the year 2006 and in municipal bodies from the year 2007. After this, a total of 4 elections have been completed so far. A large number of women have been elected. Earlier, the number of self-help groups in Bihar was very less. When our government was formed in Bihar, we increased the number of self-help groups by taking a loan from the World Bank in 2006. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with 1 crore 35 lakh Jeevika didis associated with them. We started increasing the number of self-help groups by taking a loan from the World Bank. We named the self-help groups as Jeevika and called the women associated with them as Jeevika didis. Inspired by our work, the central government of that time also adopted it and named it Ajeevika. We have now started forming self-help groups in urban areas of Bihar as well. So far, 34 thousand self-help groups have been formed in urban areas, with 3 lakh 60 thousand Jeevika didis associated with them. We decided to give 35 percent reservation to women in police recruitment from the year 2013, as a result of which the number of women in Bihar Police Force is the highest in the country. The number of women in Bihar Police is more than the number of women in the police force of any other state in the country. From the year 2018, we have given 35 percent reservation to women in all government jobs.
The Chief Minister said that between the year 2005 and the year 2020, 8 lakh people were given government jobs. Under the Saat Nishchay Yojana-2, we had set a target of giving government jobs to 10 lakh people in the year 2020, which has been increased to 12 lakh. So far, more than 9 lakh people have been given government jobs. Apart from this, a target of giving employment to 10 lakh people was set. So far, employment has been provided to 24 lakh people. As per the target set in the year 2025, 12 lakh people will be given government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections. After meeting with all the parties, caste-based census was conducted in Bihar, in which 94 lakh poor families have been identified, who belong to every caste. Such poor families are being given financial assistance of Rs 2 lakh per family so that they can earn their livelihood. The Chief Minister said that many development works have been done in Bhojpur district. Engineering colleges, paramedical institutes and hostels have been constructed here. Along with this, Government Polytechnic Institute, Women ITI, ITI in all sub-divisions, GNM Institute and many roads and bridges have been constructed. Jananayak Karpuri Thakur Extremely Backward Class Hostel has been constructed here. Veer Kunwar Singh Agricultural College has been constructed in Dumraon. Bihar State Mental Health Institute has been established in Koilwar of Bhojpur district. Other Backward Class Girls Residential School and Scheduled Caste Girls Residential School have been constructed. Irrigation facilities have been developed in Bhojpur district. 60 check dams have been constructed and canals have been expanded here. ROB has been constructed in Ara city. Irrigation facilities have also been developed a lot. In the year 2017, Veer Kunwar Singh Bridge has been constructed on the Ganga River between Ara-Saran. A 4-lane road has been constructed from Buxar to Koilwar in Bhojpur district. The construction work of 61 Panchayat Government Buildings has been completed in Bhojpur district. The construction work of the remaining Panchayat Government Buildings will be completed by June this year. 3 electrical grid sub-stations and 32 power sub-stations have been constructed in Bhojpur district. 43 dedicated agricultural feeders have been constructed in Bhojpur, through which electricity connection has been provided to 5202 farmers for irrigation. 2 lakh 56 thousand Jeevika Didis are connected with 20 thousand 752 self-help groups in Bhojpur. 10 Jeevika Didi's kitchens are operated here.
Important announcements of the Chief Minister regarding the demands of the people in Bhojpur district Ring road will be constructed in Ara. In this scheme, 02 new roads will be constructed and 04 roads will be widened, this will greatly facilitate people in commuting.
New paths will be constructed from Asni to Bampali and Patar to Asni. Zero Mile to Asni Path, Zero Mile to Patar Path, Bampali to Pakri via Chandwa Mor and Aranya Devi Mandir (Ara) to Ara-Buxar four lane path (via Ara-Sinha and Ara-Barhara) will be widened.
Ara-Baburah-Chhapra path will be widened, this will facilitate traffic and will provide relief from the serious problem of jam.
Path will be constructed on the canal dam from Sandesh to Koilwar via Akhgaon, this will provide direct connectivity to Sandesh, Sahar, Agigaon block as well as the eastern part of Piro block with JP Ganga Path. Also, people will be facilitated in coming to PMCH, Patna.
Under the Storm Water Drainage System, outfall drain and sump house will be constructed in Ara Municipal Corporation area. Apart from this, drain will be constructed from New Police Line to M.P. Bagh Mor, this will provide relief from waterlogging in Ara urban area and will promote cleanliness.
A bypass will be constructed from Ojhawalia Bridge to Bachri Bridge in Bihiya Jagdishpur-Piro-Sikarhata Path, this will provide relief to the people of Piro from traffic jam.
The road will be widened from Bihiya Chowrasta to NH-922, this will greatly facilitate people in commuting.
The Surya Mandir complex located in village Dev in Tarari block will be developed and a museum will be built, this will provide convenience to the devotees.
A road will be constructed on the canal dam from Chandwa via Gangi to Dharhara, this will greatly facilitate people in movement.
The path will be widened from Ara railway station to Judge Kothi turn, this will greatly facilitate people in movement.
In Bhojpur district, new block-cum-anchal office buildings will be constructed in 10 blocks namely Ara Sadar, Udwantpur, Koilwar, Charpokhari, Tarari, Piro, Bihiya, Shahpur, Sandesh and Sahar.
The Chief Minister said that today we have visited some places here and seen the development works, also talked to the local people. Whatever shortcomings there are, they will be removed. Development work is going on in every area. In future, it will be done at a faster pace.
In the review meeting, the District Magistrate welcomed the Chief Minister by presenting him a bouquet and a symbol.
