CM Nitish Kumar Reviews Developmental Progress in Gaya During Pragati Yatra

Chief Minister Shri Nitish Kumar held a review meeting in the Collectorate Auditorium, Gaya today in the sequence of Pragati Yatra regarding the developmental schemes going on in Gaya district.
In the review meeting, Gaya District Magistrate Dr. Tyagarajan SM gave detailed information through presentation of the development works of the district. The District Magistrate gave detailed information to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through telemedicine in health sub-center, door step delivery of veterinary services and updated status of construction of Panchayat Government Building.
Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat/Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij/Parimarjan/Parimarjan Plus and Jal-Jeevan-Hariyali Abhiyan. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.
Addressing the review meeting, the Chief Minister said that I congratulate and welcome all of you in this meeting. Gaya District Magistrate Dr. Tyagarajan SM has given information about the developmental works going on in the district, I thank him. The public representatives present here have also put forth their views. Today we have visited many places and seen the development works. We will ask the officials to ensure further action keeping in mind the needs here. The districts visited during the Pragati Yatra and the announcements made during this time have all been approved by the Council of Ministers and the announcements that are being made will also be approved by the Council of Ministers. Our aim is to make Bihar progress in every way. Remember the development work we have done in Bihar after 2005. We have been visiting the whole of Bihar from time to time since the beginning. When the program of Pragati Yatra was made, the officials gave information about the problems of all the districts and we asked them to work on it, work is being done on all those things.
The Chief Minister said that we started working for the development of Bihar from 24 November 2005, since then we are constantly engaged in taking Bihar forward. It was revered Atal Bihari Vajpayee ji who made me the Chief Minister of Bihar. We have been working with BJP since the beginning. In between, we had gone to Ughar twice by mistake. Now we will always be with BJP and together we will develop Bihar and the country. You all are aware of the condition of Bihar before 2005. People were afraid to come out of their houses after evening. There were frequent fights between Hindus and Muslims, which we ended. There was no arrangement for treatment in hospitals, roads were dilapidated. The condition of education was not good. There was a great lack of roads. Patients did not get medicines in hospitals. When the people of Bihar gave us a chance to work, the condition of Bihar has changed since then. Development work is being done in every field.
The atmosphere of fear and dread has ended in Bihar now. An atmosphere of peace and brotherhood prevails. Earlier, the condition of electricity in Bihar was very pathetic. There was hardly any electricity in rural areas. From the year 2006, we started the work of fencing graveyards. So far, more than 8 thousand graveyards have been fenced, 1273 more graveyards have been identified, out of which 746 graveyards have been fenced. The remaining graveyards are being fenced. We saw that there are incidents of idol theft from temples, in view of this, we decided to build boundary walls of temples older than 60 years so that incidents of theft in temples do not take place. We have not left any work unfinished. We are getting a lot of support from the Central Government as well. Many development works are also being done with the support of the Central Government.
The Chief Minister said that since 2006, a dress scheme was started for children studying in government schools. A cycle scheme was started for girls since 2009, but when boys started demanding, a cycle scheme was also started for them since 2010. Earlier, very few girls used to go to school. When girls were given cycles, they started going to school on time. Also, girls take their parents to the market in the evening, it feels good to see this scene. The Chief Minister said that we are getting development work done in the whole of Bihar.
No area of Bihar is untouched by development. When I was an MP and a minister at the Center, I also had to walk in my area because the condition of the roads was bad. We have done work on a large scale for education, health, roads, construction of bridges, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. Every kind of work is being done for this. Employed teachers have been reinstated on a large scale in Bihar. Efforts have been made to improve the education sector by constructing school buildings. A large number of government teachers are also being reinstated. Along with this, government recognition is being given to employed teachers through examination. Madrasas have also been given government recognition and the teachers teaching there are being paid salary as per government teachers.
The Chief Minister said that before the year 2005, only 39 patients used to come to the Primary Health Center in a month for treatment. We have provided free medicine and treatment facilities in government hospitals, due to which now on an average more than 11 thousand patients are coming to the Primary Health Center for treatment in a month. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. Bihar's oldest hospital Patna Medical College and Hospital (PMCH) is being made with a capacity of 5400 beds. The remaining 5 old medical colleges and hospitals are also being expanded to make them hospitals with a capacity of 2500 beds. IGIMS, Patna is also being expanded and made a hospital with a capacity of 3000 beds.
The Chief Minister said that since the year 2015, through the Saat Nishchay Yojana, we have provided basic facilities like tap water to every house, construction of toilets in every house, construction of paved lanes and drains to every house, construction of paved roads to every hamlet, electricity connection to every house to the people. These facilities are also being provided in the new settlements that have been built. People used to suffer from many types of diseases due to open defecation, community toilets were constructed for those families who did not have space to build toilets in their homes. From the year 2020, under the Saat Nishchay Yojana-2, the work of providing irrigation water to every farm, Chief Minister Rural Solar Street Light Scheme, Telemedicine, Bal Hriday Yojana is progressing rapidly.
The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj Institutions from the year 2008 and in municipal bodies from the year 2007. After this, a total of 4 elections have been completed. A large number of women have been elected. Earlier, the number of self-help groups in Bihar was very less. When our government was formed in Bihar, we increased the number of self-help groups by taking a loan from the World Bank in 2006. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with 1 crore 35 lakh Jeevika didis associated with them. We started increasing the number of self-help groups by taking a loan from the World Bank. We named the self-help groups as Jeevika, inspired by which the central government of that time also adopted it and named it Ajeevika.
We named the women associated with Jeevika as Jeevika Didi. We have now started forming self-help groups in urban areas of Bihar as well. So far, 34 thousand self-help groups have been formed in urban areas, with 3 lakh 60 thousand Jeevika didis associated with them. We decided to give 35 percent reservation to women in police recruitment from the year 2013, as a result of which the number of women in Bihar Police Force is the highest in the country. The number of women in Bihar Police is not as much in the police force of any other state in the country. Since the year 2016, we have given 35 percent reservation to women in all government jobs.
The Chief Minister said that between the year 2005 and the year 2020, 8 lakh people were given government jobs. We had set a target of giving government jobs to 10 lakh people in the year 2020, which has been increased to 12 lakh. So far, more than 9 lakh people have been given government jobs. Apart from this, a target of giving employment to 10 lakh people was set. So far, employment has been provided to 24 lakh people. As per the target set in the year 2025, 12 lakh people will be given government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections. After meeting with all the parties, a caste-based census was conducted in Bihar, in which 94 lakh poor families belonging to every caste have been identified. Such poor families are being given financial assistance of Rs 2 lakh per family so that they can earn their livelihood.
The Chief Minister said that many development works have been done in Gaya district. Engineering colleges, paramedical institutes and hostels have been constructed here. Along with this, Government Polytechnic Institute, Women's ITI, ITI in all subdivisions, GNM Institute and many roads and bridges have been constructed. Jananayak Karpuri Thakur Extremely Backward Class Hostel has been constructed here. Three Scheduled Caste Residential Schools and one Backward Class Residential School have been constructed. Super Specialty Department has been constructed in Anugrah Narayan Magadh Medical College and Hospital, Gaya. Anugrah Narayan Magadh Medical College and Hospital, Gaya is being made a hospital with a capacity of 2500 beds. Four-lane widening of Patna Gaya Dobhi National Highway has been done.
Widening of Gaya-Manpur-Hisua-Rajgir-Nalanda-Bihar Sharif National Highway has been done. New bypass has been constructed in Sherghati. Under the Jal-Jeevan-Hariyali Abhiyan, Ganga water is being supplied as drinking water in Gaya and Bodh Gaya. A large number of saplings have been planted on the hill in Gaya, which has increased the greenery there. People come from abroad to Gayaji to offer Pind Daan to their ancestors. There was a shortage of water in the Falgu river, keeping this in mind, the Gayaji Dam was constructed. All arrangements have been made for the convenience of the devotees. Sita Setu has been built on the Falgu river to go to Sitakund. A direct path has been made to go to the Vishnupad temple so that people can reach the temple easily. A Dharamshala is being constructed for staying near the temple. There was a lack of security in the Mahabodhi temple earlier, now tight security arrangements have been made for the temple. All the facilities for the devotees have been taken care of in the temple here. Mahabodhi Cultural Center has been constructed. A very special guest house of 100 rooms is being constructed here.
The Chief Minister said that 93 Panchayat Government Buildings have been constructed here and the construction of the remaining 290 Panchayat Government Buildings will also be completed by June 2025. On the lines of the Central Government and the State Government, we have decided to construct Panchayat Government Buildings in all the Gram Panchayats to give respect. With the construction of Panchayat Government Building, all the problems of the Gram Panchayat will be resolved under one roof. We respect everyone, we honour everyone. Electricity has been delivered to every house in Gaya district. 9 electrical grid sub-stations and 63 power sub-stations have been constructed here. 42 dedicated agricultural feeders have been constructed, through which 7,446 electricity connections have been made available to the farmers so that farmers can have convenience in agricultural work. 5 lakh 3 thousand Jeevika Didi are associated with 60 thousand 726 self-help groups in Gaya. Along with this, 21 Jeevika Didi's kitchen is also operating in the district.
Many development works have been done in Gaya district, along with the work that is remaining, more new works will also be done for Gaya district.
Important announcements of the Chief Minister regarding the demands of the people in Gaya district
- Kothi Weir will be constructed on Morhar river in Imamganj block.
- Lawabar, Bara and Sondaha dams will be renovated under Imamganj block.
- Renovation of drain from Basatpur Weir to Lodipur, widening of culvert and expansion of drain till Lodipur will be done.
- 2 flyovers will be constructed at Ghughritand and Mufassil turn under the city area, this will reduce the problem of traffic jam in the city.
- The road connecting Aurangabad Rafiganj via Gaya-Paraiya-Guraru will be widened.
- The road connecting the border state (Jharkhand) from Kothi of Imamganj block via Salaiya will be widened.
- A minority residential school will be constructed in Belthu village.
- 2 parks will be constructed in Kandi Nawada and Silaunja.
- New block-cum-anchal office buildings will be constructed in 14 blocks of Gaya district namely Attari, Konch, Gaya Sadar, Tekari, Dumariya, Paraiya, Fatehpur, Barachatti, Manpur, Wazirganj, Aams, Mohanpur, Guraru and Banke Bazar.
- ROB will be constructed at Bageshwari railway crossing on the way from Gaya railway station to Ramshila.
- Path widening and strengthening work will be done from Bela-Panaari road to Shakir Bigha under Gaya district.
- Bridges will be constructed on Barki and Manjhiyavon rivers in village Bara under Banke Bazar block.
- A degree college will be established in Imamganj.
The Chief Minister said that all these works will be done, apart from this, if there is any other need in Gaya district, it will also be done. Work is going on in every area of Bihar, work will be done at a faster pace in future. We respect the suggestions of the public representatives of any party. Whatever demands there are in their area, all of them will be fulfilled. We do not discriminate against anyone. We will keep working in the interest of all. We have been working in the interest of all people since the beginning. I congratulate all of you once again.
