CM Nitish Kumar Reviews Developmental Progress in Rohtas During Pragati Yatra

Chief Minister Shri Nitish Kumar held a review meeting in the Collectorate Auditorium in Sasaram today in the sequence of Pragati Yatra regarding the developmental schemes going on in Rohtas district.

In the review meeting, Rohtas District Magistrate Mrs. Udita Singh gave detailed information through presentation of the progress and updated status of the development works going on in the district. The District Magistrate gave detailed information to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lane drain to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through telemedicine in health sub-center, door step delivery of veterinary services and updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat/Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij/Parimarjan/Parimarjan Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives of Aurangabad district also placed the problems of their respective areas before the Chief Minister.

Addressing the review meeting, the Chief Minister said that I congratulate and welcome all of you in this meeting. Rohtas District Magistrate Mrs. Udita Singh has given information about each and every point regarding the progress of the development works going on in the district, for which I thank her. A total of 14 public representatives present here have also put forth their views, which have been noted by the officials. Every important demand of theirs will be implemented. Even before the Pragati Yatra started, the officials had met and become aware of the needs and problems of every district. Necessary action has been ensured in that direction. The announcements being made in the districts during the Pragati Yatra are also being approved by the Cabinet. From the very beginning, we have been visiting every district of Bihar from time to time and seeing the development work. Even today, we have visited here and seen the development work at many places.

The Chief Minister said that we started working for the development of Bihar from 24 November 2005, since then we are constantly engaged in taking Bihar forward. I was a minister in the government of respected Atal Bihari Vajpayee ji, it was he who made me the Chief Minister. We have an old relationship with the BJP, it will continue in the future as well. You all are aware of the condition of Bihar before the year 2005. People were afraid to come out of their homes after evening. There were frequent fights between Hindus and Muslims, which we ended. Now people are coming and going wherever they want as per their need. There was no arrangement for treatment in hospitals, roads were dilapidated. The condition of education was not good. Patients did not get medicines in hospitals. The condition of electricity supply was pathetic. Forget about rural areas, even in the capital Patna, electricity was supplied for a maximum of 8 hours per day. When the people of Bihar gave us a chance to work, the condition of Bihar has changed since then. Development work is being done in every field.

The Chief Minister said that since 2008, we have started the work of fencing graveyards. So far, more than 8 thousand graveyards have been fenced, 1273 more graveyards have been identified, out of which 746 graveyards have been fenced and the remaining graveyards are being fenced. We saw that incidents of idol theft are taking place from temples, in view of this, it was decided to build boundary walls of temples older than 60 years so that incidents of theft do not take place in temples. We have not left any work unfinished.

The Chief Minister said that we have made a lot of improvements in the field of education. A large number of new schools have been opened. Employed teachers have been reinstated on a large scale. From the year 2006, a uniform scheme was started for children studying in government schools. From the year 2009, a cycle scheme was started for girls but when boys started demanding, a cycle scheme was started for them also from the year 2010. When girls were given bicycles, they started going to school on time. Also, girls take their parents to the market in the evening.

The Chief Minister said that we are carrying out development work in the whole of Bihar. No area of Bihar is untouched by development. We have done work on a large scale for education, health, construction of roads, bridges, due to which earlier people from any corner of Bihar used to reach Patna in 8 hours, now it has been reduced to 5 hours. Every kind of work is being done for this. A large number of government teachers are being appointed. Along with this, government recognition is being given to employed teachers through examination. We have also given government recognition to madrasas and the teachers teaching there are being given salary as per government teachers.

The Chief Minister said that a lot of improvement has been done in the field of health as well. Before the year 2005, only 39 patients used to come to the primary health center for treatment in a month. We have provided free medicine and treatment facilities in government hospitals, due to which now on an average more than 11 thousand patients are reaching the primary health center for treatment in a month. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. Patna Medical College and Hospital (PMCH), the oldest hospital of Bihar, is being made to have a capacity of 5400 beds. There is no medical college and hospital with such a high capacity anywhere in the world. The remaining 5 old medical colleges and hospitals are also being expanded to make them hospitals with a capacity of 2500 beds. IGIMS, Patna is also being expanded to make it a hospital with a capacity of 3000 beds.

The Chief Minister said that since the year 2015, through the Saat Nishchay Yojana, we have provided basic facilities to the people like tap water to every house, construction of toilets in every house, construction of paved lanes and drains to every house, construction of paved roads to every hamlet, electricity connection to every house. These facilities are also being provided in the new settlements that have been built. From the year 2020, under the Saat Nishchay Yojana-2, the work of providing irrigation water to every farm, Mukhyamantri Gramin Solar Street Light Yojana, Telemedicine, Bal Hriday Yojana is progressing rapidly. We have done a lot of work for the upliftment of women. Earlier, the number of self-help groups in Bihar was very less. When our government was formed in Bihar, we started increasing the number of self-help groups by taking a loan from the World Bank. We named the self-help group 'Jeevika' and called the women associated with it Jeevika Didi. Inspired by the work here, the central government of that time also adopted it and named it Aajeevika. Now the number of Jeevika Didi in Bihar has increased to 1 crore 35 lakh. We have now started forming self-help groups in urban areas of Bihar as well. So far, 34 thousand self-help groups have been formed in urban areas, with which 3 lakh 60 thousand Jeevika Didi have joined.

The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj Institutions from the year 2008 and in Municipal Bodies from the year 2007. After this, a total of 4 elections have been completed so far. A large number of women have been elected. We have been giving 35 percent reservation to women in police recruitment since the year 2013, as a result of which the number of women in Bihar Police Force is the highest in the country. There are more women in Bihar Police than in the police force of any other state in the country. From the year 2018, we have given 35 percent reservation to women in all government jobs.

The Chief Minister said that in the year 2020, a target was set to provide government jobs to 10 lakh people under Saat Nishchay Yojana-2, which has now been increased to 12 lakh. So far, more than 9 lakh people have been given government jobs. Apart from this, a target was set to provide employment to 10 lakh people. So far, employment has been provided to 24 lakh people. In the year 2025, as per the target set, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections. We held a meeting with all the parties and got caste-based census done in Bihar, in which 94 lakh poor families have been identified, who belong to every caste. Such poor families are being given financial assistance of Rs 2 lakh per family under the Laghu Udyam Yojana so that they can start earning their livelihood.

The Chief Minister said that development work has been done in all areas in Rohtas district. Engineering colleges, paramedical institutes and hostels have been constructed here. Along with this, Government Polytechnic Institute, Women ITI in all districts, ITI in all sub-divisions, GNM Institute and many roads and bridges have been constructed. Residential schools, hostels have also been constructed. A new 200-bed hospital has been constructed in Sadar Hospital here. To relieve Sasaram city from traffic jams, a bypass has been constructed from Beda to Mokar. To develop irrigation facilities, the construction work of Durgawati Reservoir Scheme has been completed afresh. Malai Barrage has also been constructed here. Many works have been done for tourist facilities. In the year 2011, we went to see Rohtas Fort.

Work was done to develop it and provide tourist facilities, as a result of which a large number of people now come to visit there. 67 Panchayat Government Buildings have been constructed in Rohtas district, in the Gram Panchayats where the construction of Panchayat Government Buildings is pending, the construction work will be completed by June 2025. 8 electricity grid sub-stations, 50 power sub-stations, 53 dedicated agricultural feeders have been established for agricultural work in Rohtas district, through which electricity connection has been provided to 3832 farmers for irrigation. So far, 25150 self-help groups have been formed in Rohtas district, with 3 lakh 5 thousand Jeevika didis associated with them. 8 Jeevika Didi's kitchens are also operating here.
