High Court Rejects Plea for CBI Probe into IPS Officer Y. Puran Kumar’s Suicide

The Punjab and Haryana High Court has dismissed a petition seeking transfer of the investigation into the suicide of Haryana IPS officer Y. Puran Kumar to the Central Bureau of Investigation. The court ruled that there is no valid reason to doubt the ongoing probe being conducted by the Chandigarh Police.
A division bench comprising Chief Justice Sheel Nagu and Justice Sanjeev Berry observed that the Special Investigation Team (SIT) formed by the Chandigarh administration is conducting a fair and satisfactory inquiry. The court noted that no evidence suggested bias or negligence in the investigation process.
Senior advocate Amit Jhanji, representing the Chandigarh Administration, informed the court that 14 people have been named as accused in the FIR. Several items have been seized and sent for forensic examination, and the SIT, headed by the city's Inspector General, is awaiting the FSL report.
The petition was filed by Haryana NGO head Naveen Kumar, who alleged that the ongoing probe lacked impartiality and sought an independent investigation. He claimed that the suspicious death of a senior officer raised serious questions about accountability within the police service.
The IPS officer was found dead at his Chandigarh residence on October 7, 2025. A suicide note recovered from the spot reportedly mentioned names of senior IPS and IAS officers, including former Haryana DGP Shatrujeet Kapoor and ex-Rohtak SP Narendra Bijarnia, alleging caste-based harassment and mental torture.
