ITC Hotels to build five-star property on Hotel Patliputra Ashok land in Patna

Today, on Monday, in the presence of Hon'ble Minister, Tourism Department, Shri Raju Kumar Singh, in the conference hall of Bihar State Tourism Development Corporation, Patna, Daroga Rai Path, Sikh Heritage Bhawan, an agreement was concluded between the selected bidder for the construction of a five-star hotel on the land of Hotel Patliputra Ashok and ITC Hotels Ltd and Bihar State Tourism Development Corporation. On this occasion, the Hon'ble Minister informed that a total of three five-star hotels are to be constructed by the state government under public private partnership for quality accommodation of tourists in the capital Patna. First of all, the construction of a five-star hotel on the land of Hotel Patliputra Ashok will be done by the reputed ITC Hotel Group in the next four years. For which the process of signing the agreement form between ITC Hotels and BSTDC has been completed today. This is a historic occasion for Bihar.

Tourism Secretary Shri Lokesh Kumar Singh informed at the beginning of the program that the Letter of Award was earlier issued to M/s Kumar Infratrade Enterprises Private Limited, Patna, the selected bidder for the construction of a five-star hotel on the land of Hotel Patliputra Ashok. After this, the agency selected ITC to operate a top luxury five star hotel with minimum 140 rooms on 1.5 acres of land of Hotel Patliputra Ashok, Patna. For this, an agreement of Bihar State Tourism Development Corporation has been concluded today with the selected bidder.

He informed that the tender process for construction of a five star hotel in the Bankipur Bus Stand complex located at Gandhi Maidan is in the final stage. At the same time, a committee has been formed under the chairmanship of Sachin Art Culture and Youth Department for construction of a five star hotel on the land of Sultan Palace located at Birchand Patel Path, in view of its heritage building. After their report, the process of selecting companies for construction of five star hotel there will be completed. Mr. Singh informed that the process of construction of two five star hotels in Rajgir and one in Vaishali is also going on. Along with this, only the company having the eligibility to construct a five star hotel in the guest house built by the Building Construction Department in Valmiki Nagar will be included in the tender process.

On this occasion, Manish Kumar, Director of Kumar Infratrade said that from today itself ITC Hotel has started the work of hotel operator in Bodh Gaya and today itself an agreement is being signed with ITC in Patna. HD Anil Chaddha of ITC Group said that the construction of this five star hotel will be completed within the stipulated time frame of four years.

On this occasion, Managing Director of Bihar State Tourism Development Corporation, Mr. Nandkishore, Tourism Director cum Special Secretary, Mr. Udayan Mishra, General Manager of Bihar State Tourism Development Corporation, Mr. Chandan Chauhan, along with all the departmental officers and employees were present.

After the transfer of Hotel Patliputra Ashok by India Tourism Development Corporation, New Delhi to the Department of Tourism / Bihar State Tourism Development Corporation Ltd., to provide modern accommodation and other facilities to the tourists in the capital Patna, the State Government decided to construct a five star hotel on the plot of Hotel Patliputra Ashok as per the provisions mentioned in the Infrastructure Development Enabling (Enabling) Amendment Act 2023. Thereafter, advertisements were published through various newspapers for selection of agency as per the RFP and Concession Agreement prepared by the selected Transaction Advisor. A total of five bidders submitted their tenders on the date and time specified in the published advertisement. After technical evaluation of the tenders submitted, four bidders were declared technically successful.

The financial bid of the technically successful bidder was opened in which the bidder "Kumar Infratrade Enterprises Pvt. Ltd." submitted Yearly License Premium (YLP) of Rs. 7,57,00,000+GST which is the maximum. LOA was issued after obtaining approval from the State Council of Ministers regarding issuance of (LOA) to the bidder who quoted the highest rate. As per the tender conditions, the bidder has to deposit the MVR amount of Rs. 28.5 crore of 1.5 acre of land of Hotel Patliputra Ashok along with interest amount in 11 years from the date of issuance of LOA. Also, the amount of Yearly License Premium (YLP) of ₹7,57,00,000+GST submitted by the bidder will be increased by 10% after every five years. After fulfilling the conditions issued in the LOA by the bidder, an agreement was signed today on 01.09.2025 between "Kumar Infratrade Enterprises Pvt. Ltd." and "ITC Hotels" and Bihar State Tourism Development Corporation Ltd. and "Kumar Infratrade Enterprises Pvt. Ltd." for construction and operation of five star hotel by ITC Hotels through PPP at the site of Hotel Patliputra Ashok, Patna. 140 rooms are to be constructed in the proposed five star hotel.
