MP Government Orders Verification: Madrasas with Fake Registrations or Unauthorized Religious Education to Face Derecognition

The state government has taken a big decision regarding madrasas in Madhya Pradesh. The School Education Department has issued an order for physical verification of students studying in madrasas. During this, if the names of non-Muslim or Muslim children are found there in a fake manner or the children are being given religious education without the permission of their parents, then the recognition of such madrasas will be canceled.

On Friday, the School Education Department issued an order saying that the names of many non-Muslim children are fakely registered as students in the madrasas of the state to obtain government grants. There is a need to get it verified soon.

The government has said in its order:

1) Physical verification of such madrasas which are recognized by the Madhya Pradesh Madrasa Board should be done to ensure that the names of non-Muslim or Muslim children are not fakely registered in such madrasas to obtain grants from the government. If the names of children are found to be fake in such madrasas, then the grant should be stopped, recognition should be terminated and action should be taken under appropriate penal provisions.

2) According to Article 28 (3) of the Indian Constitution, "No person attending any educational institution recognized by the State or receiving aid from State funds shall be compelled to participate in any religious instruction imparted in such institution or to attend any religious worship performed in such institution or in any place attached thereto unless such person or, if such person is a minor, his guardian has given his consent thereto."

3) According to the said constitutional provision, if children studying in Madrasas recognized by the Government or receiving aid from State funds are being imparted religious education contrary to the teachings of their religion or are being compelled to receive any kind of religious education or attend worship without the explicit consent of them (if they are minors, their guardians), then all government grants to such Madrasas should be stopped. Apart from this, due process of cancelling their recognition and other appropriate legal action should be ensured.

School Education Minister Rao Uday Pratap Singh said that Instructions have been given to submit the report of physical verification of students studying in madrasas soon. If the names of Muslim children along with non-Muslims are registered fraudulently or if a child of any religion is being given religious education without the permission of the parents, then strict action will be taken.
