Nitish Kumar Directs Pedestrian Safety Overhaul Under ‘Saat Nischay-3’ Ease of Living Mission

Chief Minister Nitish Kumar on Saturday gave a slew of directions to the transport department to take steps to make pedestrians life safe, secured and easy while using roads.

Kumar gave umpteen directions for pedestrians’ safety as part of his government’s seventh resolve titled “Sabka Samman-Jiwan Aasaan” (Respect for All-Easy Life) (Ease of Living) under his ambitious ‘Saat Nischay-3’ programme which was implemented soon after his government returned to power with thumping majority on November 20, 2025.

Under “Sabka Samman-Jiwan Aasaan”, work will be done to make the lives of all the people of the state easier through modern technology, innovation and sensitive good governance.

Recognising the fact that pedestrians face inconveniences while walking on the roads due to a steady rise in the number of two-wheelers and four-wheelers because of increase in people’s income, Kumar said that “walking safely and with dignity on the roads is the foremost right of pedestrians”.

He gave a number of important directions to transport department to ensure that pedestrians do not face any kind of inconvenience while using the roads.

Keeping road safety standards in mind, instructions have been issued to identify crowded locations in urban areas of the state and construct footpaths at the earliest, he said and added that directions have been given to build “zebra crossings” at identified locations to ensure pedestrians’ convenience.

Instructions have also been issued to construct foot overbridges/escalators and underpasses at designated places for pedestrians, the CM said and added that all government and private vehicle drivers will be provided training in order to make them more sensitive to the rights of pedestrians on the roads.

Directions have been given to construct footpaths for pedestrians besides installing CCTV cameras after identifying accident prone locations (black spots) in both rural and urban areas of the state in order to make proper assessment of the situation so that road accidents can be reduced.

Transport department has been asked to work expeditiously to provide all the above-mentioned facilities to the pedestrians at the earliest, Kumar said while expressing confidence that these initiatives will prove highly beneficial to pedestrians and will make their daily lives easier.

BACKGROUND- SAAT NISCHAY

Within a month of taking over the reins of the state for the fifth consecutive term (2025-30) on November 20, 2025, the Nitish Kumar cabinet had on December 16, 2025 given its nod for rolling out “Saat Nischay-3” programme for next five years (2025-30) to bring Bihar in the category of developed states of the country.

In order to achieve the goal of growth with justice, the state government has already successfully implemented two “Saat Nischay” programmes since 2015 as part of good governance programme.

The first and second “Saat Nischay” programmes were implemented between 2015-20 and 2020-25 respectively. It will be in continuation of the first two “Saat Nischay” programmes.
