PHED Secretary Pankaj Kumar Pal Reviews Har Ghar Nal Jal Works in Darbhanga, Issues Strict Directions on Delays

Under the chairmanship of Mr. Pankaj Pal, Secretary, Public Health Engineering Department, a review of the water supply schemes under construction in the Public Health Division, Darbhanga, as well as in the remaining hamlets was held. All the relevant regional officials of the Darbhanga Division, along with the contractors, were present at the meeting.
During the review, the status of ongoing works in the remaining hamlets under the Har Ghar Nal Ka Jal Yojana was first reviewed. The Secretary clearly directed that if land is not available to start work in the remaining hamlets, the concerned Executive Engineer should immediately coordinate with the District Administration, obtain a NOC, and transfer the work site to the contractor. The Secretary clarified that under no circumstances is it acceptable for the construction of water supply schemes to be halted due to the unavailability of land. He directed that all issues related to land acquisition will be monitored daily at a high level, not only in coordination with the District Administration, but also at the headquarters level.
The Secretary also directed that water supply-related complaints be resolved in a timely manner, in accordance with the Operation and Maintenance (O&M) policy, and that any delay in work exceeding three days should result in appropriate action against the contractor.
At the meeting, all contractors were instructed to utilize the Contractor Grievance Portal developed by the department. Through this portal, contractors will directly report their work progress, land availability, or any other obstacles to the department.
All contractors were also instructed to establish inventory stores in their respective blocks and ensure GIS mapping-based monitoring. They were also instructed to increase the number of repair teams as needed and upload complete information to the MIS portal, ensuring smooth and timely completion of water supply work.
The Secretary also stated that accurate mapping of all repair team members will be ensured on the MIS portal, and random cross-checks will be conducted at the headquarters level; If any negligence is found, strict action will be taken against both the contractor and the Executive Engineer.
Departmental Secretary Mr. Pankaj Kumar Pal, Special Secretary Sanjeev Kumar, Chief Engineer-cum-Special Secretary Mr. Nityanand Prasad, Mr. Abhay Kumar, contractors of the concerned area and other senior officials of the department were present in the meeting.
