Self-Declaration Submissions Surge in Bihar’s Second Phase Land Survey

There has been an increase in the number of people submitting self-declarations in the 18 districts of the second phase of the land survey. So far, more than 76 lakh raiyats have submitted self-declarations through offline and online medium. Out of these, 46 lakh raiyats have directly submitted self-declarations online on the website of the Survey Directorate, while 24 lakh self-declarations were submitted by people by going to the websites, which were made online by the survey personnel. There are about 6 lakh self-declarations that have been received in offline mode, but could not be made online due to server problems. Soon they will be made online.
Land Records and Survey Director Shri Kamle Kumar Singh said that the problems in the server have been resolved. We have made a separate server for Bhagalpur and Purnia Commissionerate. Soon people will be told the separate path for each Commissionerate to submit the application. By February 15, the server will be made separate for all 9 Commissionerates. Then the problems in data entry and data uploading will end and the work of self declaration and TERIZ writing will gain momentum.
In the monthly meeting of settlement officers held in the first fortnight of this month, the Additional Chief Secretary of the department, Mr. Deepak Kumar Singh had made it clear that the work of installments will be started in all the zones of the second phase from the last week of February. Before that, he had given the order to fill TERIZ writing i.e. Form 5 in all the Mauzas. At present, the work of TERIZ writing is going on in all the villages and it is expected to be completed by February 15.
The work of declaration has been completed in all the 23786 villages of the 18 districts of the second phase and they have also been uploaded on the website. Similarly, Gram Sabha has also been organized in all these villages. The meeting organized in each village can be uploaded on the website of the Directorate along with the proceedings and 2 photographs, which can also be viewed online. Similarly, all the villages where the survey has been started have also been connected to the R2R software.
During Kistwar, the boundaries of all the villages are determined and the map prepared from the aerial photography of the Khasra or plot of each village is matched with the land. When the work of Kistwar is completed, a new number is given to each field i.e. Khasra. Then the work of Khanapuri is done in which the ownership of each Khasra is determined.
The names of the districts in which the survey has been started in the second phase are: - Patna, Buxar, Bhojpur, Kaimur, Gaya, Nawada, Valley, Aurangabad, Muzaffarpur, East Champaran, Bhagalpur, Gopalganj, Siwan, Saran, Darbhanga, Madhubani, Samastipur and Rohtas.
Revenue and Land Reforms Department Minister Dr. Dilip Kumar Jaiswal has stressed on the need to increase the number of self-declarations. He said that the regional survey personnel and the Amin should go door-to-door and motivate people to fill Form-2 and Form-3-1. If the land papers are submitted through self-declaration, then the survey personnel will not face any problem in making the Khesra register in Khanapuri.
