In a strategic move, the Central government has transferred IPS officer Rakesh Balwal, who belongs to the 2012 batch, from Srinagar to Manipur. This shift comes amidst a recent escalation of violence in Manipur.
The Cabinet Appointment Committee has approved the proposal of the Ministry of Home Affairs to bring Rakesh Balwal back to Manipur cadre from Arunachal Pradesh-Goa-Mizoram Union Territory (AGMUT) cadre.
Who is Rakesh Balwal?
Rakesh Balwal, a senior Superintendent of Police (SSP) from Srinagar, is known for his expertise in handling terrorism-related cases. He was transferred to the AGMUT cadre in December 2021. However, he has been relocated to Manipur ahead of schedule due to the recent surge in violence in the state.
Current Situation in Manipur
Notably, there have been persistent violent clashes between two communities in Manipur since May this year. On September 28, 2023, during a violent protest, a mob vandalized the Deputy Commissioner's office in Imphal West and set three vehicles ablaze. The situation remains tense after images of two students' bodies went viral on social media, adding to the existing tension.

Prior to this, on June 1, 2023, Rajiv Singh, an IPS officer from the 1993 batch in the Tripura cadre, was appointed as the Director General of Police in Manipur.

Balwal had taken charge as the Senior Superintendent of Police in Srinagar in 2021. He played a vital role in spearheading anti-terrorism campaigns in the region. Before this role, he led the investigation into the Pulwama attack and received accolades for his efforts.
