Bihar Emerges as a Leading Technology Hub at India’s Largest Innovation Summit 2026

New Delhi, February 24: At the world’s largest “India AI Impact Summit and Expo 2026,” held in the national capital, Bihar made a strong impression. Innovators from Bihar successfully connected with leading global companies in the field of Artificial Intelligence. During the summit, the Bihar government signed Memorandums of Understanding (MoUs) worth ₹468 crore with several major technology companies as well as with Indian Institute of Technology Patna.
To promote innovation, incubation, and employment, the Bihar government signed key MoUs. An agreement of ₹60 crore was signed to establish an AI Centre of Excellence (AICOE) in the state, and ₹250 crore was allocated for setting up a Research Park at IIT Patna. Tiger Analytics will serve as the industry partner for establishing the AICOE, while IIT Patna will act as the academic partner.
Additionally, under the Bihar GCC Policy 2026 and Bihar IT Policy 2024, MoUs were signed with reputed GCC and IT units such as Red Cyber (₹103 crore), Grow QR (₹30 crore), and CIPL (₹25 crore), among others.
These initiatives are expected to create over 10,000 new job opportunities in the technology sector within the state. Furthermore, more than 50,000 youth are likely to receive skill development training through AI-related programmes.
Notably, the six-day summit witnessed participation from over 100 CEOs of technology companies and representatives from more than 135 countries. More than 20 heads of state and over 50 ministers from different countries also attended the summit. It is worth mentioning that the Bihar government recently approved the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026, aiming to develop Bihar as a global technology hub for eastern and northeastern India.
On Tuesday, Bihar’s Deputy Chief Minister Samrat Choudhary inaugurated the Bihar State Pavilion at Bharat Mandapam during the summit. Rajiv Ranjan Singh, Union Minister for Panchayati Raj and Fisheries, Animal Husbandry and Dairying, attended as the Chief Guest.
Bihar’s Information Technology Minister Shreyasi Singh, Industries Minister Dilip Kumar Jaiswal, and Rajya Sabha MP Sanjay Kumar Jha also graced the occasion.
Among those present were Bihar Chief Secretary Pratyay Amrit; Additional Chief Secretary (General Administration) B. Rajendra; Industries Secretary Kundan Kumar; IT Secretary Abhay Kumar Singh; Agriculture Director Saurabh Yadav; Professor Pritam Kumar; and Director T. N. Singh from IIT Patna.
To transform Bihar into a technology hub for eastern India, the state government has undertaken several major initiatives. These include the announcement of a Mega AI Core under the Bihar AI Mission for engineering institutions, agreements with industry and academic partners, signing of investment intent letters with major investors, policy announcements, the launch of the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026, and the establishment of a Research Park at IIT Patna.
Just as India is emerging as a global agenda-setter in the field of Artificial Intelligence, Bihar too is rapidly moving toward establishing itself as a prominent technology hub in eastern and northeastern India. Recognising and nurturing Bihari talent will be key to achieving this vision.
