State to provide private residences on lease while deploying 8,093 lower clerks in panchayats and training 21,600 youth through Mega Skill Centers with Rs 280 crore investment;

Bihar government is going to provide housing facility to its women servants near their place of posting. The government will provide private residences on lease to women government employees near their workplace. The state government is going to make such arrangement for the first time. The cabinet has approved its draft prepared at the level of General Administration Department. An important meeting of the state cabinet was held on Tuesday under the chairmanship of Chief Minister Nitish Kumar. 22 agendas were approved in it. Detailed information about all the issues taken up in it was given by Additional Chief Secretary of Cabinet Secretariat Department Dr. S Siddharth in a press conference held in the press room of Information Bhawan. He said that women government servants will get the benefit of this, they will not be given the benefit of housing allowance.

The Additional Chief Secretary said that all women government employees working in other departments along with women teachers, constables will get the benefit of this. At the initial level, this facility will be restored at the divisional and district headquarters level. A five-member committee will be formed under the chairmanship of the District Officer to select the building. Apart from the Sub-Divisional Officer being the Member Secretary of this committee, the District SP, representative of the local body and the Executive Engineer of the Building Construction Department have been made members. This committee will analyse all the applications or expressions of interest received for rent and will conduct a proper investigation.

This is how the building will be selected for rent

For this, the interested house owners will apply to their respective Sub-Divisional Officer (SDO). On the basis of this, it will be seen whether this site is present near the place of posting or not. Whether all the basic facilities including water, toilet, electricity are available in this building or not. After examining all the aspects, the private building will be selected for lease. After this, an agreement will be signed with the government. If a complaint of any kind of inconvenience related to housing is received from the concerned female employee, the responsibility of resolving it will be of the concerned Sub-Divisional Officer.

Amendment made in Bihar Birth-Death Rules

Amendment has been made in Rule-5 of Bihar Birth-Death Registration Rules, 1999 and other sections. After this, now this rule will be called Bihar Birth and Death Registration (Amendment) Rules, 2025. Under this, along with preparing and updating various databases at the national and state level, the work of registration of birth and death for proving the date and place of birth of a person, admission in an educational institution, issuing challan license, preparing voter list, issuing passport or any other work will be simplified, digitized and issued through computer within the stipulated time limit.

One lower class clerk will be posted in every panchayat

8 thousand 93 lower class clerks will be reinstated in all the panchayats of the state. They will be posted in Panchayat Government Building or other Panchayat level office. Their responsibility will be to implement the Panchayat level schemes and to write them properly. For this, the Clerical Cadre (Recruitment and Service Conditions) Rules, 2018 has been formed. Apart from this, 14 posts have been created for the newly created Agricultural Marketing Directorate of the Agriculture Department. With the help of this directorate, there are other works including value addition in the product of the farmers. Four posts of different categories have been approved under the Cabinet Secretariat Department. This includes two posts of senior pilot, one each of consultant and civil engineer.

Training of 21 thousand 600 youth from Mega Skill Center

21 thousand 600 youth will be trained in the next 5 years from the Mega Skill Center set up in the state. The objective of these Mega Skill Centers is to provide state-of-the-art employment-oriented skill knowledge to the youth of the state as per the market demand. The selected agency will form an independent placement cell, which will employ the trained youth. The cost of this project is Rs 280 crore 87 lakh and its duration will be 5 years.

Change made in the advertisement rules of municipal area

The Cabinet has approved the Advertisement Rules (Amendment), 2025 in Bihar Municipal Corporation area. Under this, the rate of all types of advertisements displayed in the municipal area has been fixed. Different rates have been fixed for advertisements displayed on any wall, vehicle, hoarding, frame, building, land or any other place in a public place. For this, a centralized system has been prepared by creating 5 clusters in the municipal bodies. For this, a license is required from the Urban Development and Housing Department. A list of negative advertisements has also been prepared, which have been banned for advertising.

9 ST communities to get the benefit of PM Housing Scheme

Like the Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan (PM-Janman), people of 9 groups of Scheduled Caste (ST) community of the state will be given the benefit of PM Housing Scheme. People of these tribal communities will be given Rs 2 lakh for housing in four equal installments. The ST communities which have been included in this include Asur, Birhor, Birjia, Hilkharia, Korwa, Malpaharia, Parhaiya, Sauriyapaharia and Sawar.
