Bihar Education Department Orders: Pay Teachers First, Officials Last
Special Secretary issues directive requiring district officers to resolve technical issues locally after concerns about delayed payments;

The Education Department has issued important instructions to all the District Education Officers regarding the salary of teachers. The Education Department has clarified that timely payment of salary to all categories of teachers is a priority and only after their salary payment, salary should be given to district level officials and other office employees (except fourth class employees).
Education Department expressed concern
Through this letter, the Education Department has expressed concern that despite allocation being available in many districts, teachers are not getting salary on time, which has a serious and adverse effect on the teachers' families, so in such a situation, teachers are directly contacting the headquarters. Timely payment of salary to teachers of all categories is the priority of the department and its responsibility lies entirely with the District Education Officer.
This letter, signed by Special Secretary-cum-Director (Administration) Subodh Kumar Chaudhary, states that if the salary of any teacher is stuck due to technical reasons - such as PRAN, HRMS or Aadhaar - then the District Education Officer is responsible for getting the salary paid by contacting the concerned officer of the headquarters. No teacher needs to contact the headquarters official or come to the headquarters for salary related problems at the headquarters level.
It has also been said in the instructions that if there is no allocation in any district, then the headquarters should be informed about it immediately and the necessary budget should be made available by contacting over telephone. This order is being considered a strong step towards giving priority and respect to teachers.
Additional Chief Secretary had also given instructions
Additional Chief Secretary of Education Department Dr. S. Siddharth had clearly instructed in the 13th episode of the program "Shiksha Ki Baat - Har Saturday" that till the teachers do not get salary, the officers and employees (except Group D) working in the offices of the Education Department will not be paid salary. He had also warned that if there is a complaint of harassing teachers or stopping salary, then strict action will be taken.
