Hon'ble Deputy Chief Minister-cum-Agriculture Minister, Bihar Shri Vijay Kumar Sinha held a meeting with the officials of fertilizer manufacturing/supplying companies in his office room located in Krishi Bhawan. Secretary, Agriculture Department, Bihar, Shri Sanjay Kumar Agarwal was present in this meeting.

Hon'ble Deputy Chief Minister said that the Department of Agriculture and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, Government of India has determined the fertilizer requirement for the state for the Kharif 2025 season. The total requirement of urea, DAP, MOP, complex and SSP from April to September is 10 lakh 32 thousand, 2 lakh 20 thousand, 50 thousand, 2 lakh 50 thousand and 75 thousand metric tonnes respectively. He directed the officials of all fertilizer manufacturing/supplying companies to supply fertilizers on time. He took detailed information regarding the supply and consumption made by various fertilizer manufacturers/supplier companies in Kharif, 2024 and Rabi 2024-25 seasons.

The Hon'ble Deputy Chief Minister informed that rack points are not notified in 7 districts of the state namely Arwal, Banka, Gopalganj, Lakhisarai, Sheikhpura, Supaul and Shivhar. The Government of India has been requested to notify the total rack point for Lakhisarai district. He directed to request the Government of India to notify rack points for Banka, Gopalganj, Supaul. All fertilizer manufacturers/supplier companies were directed to ensure fertilizer supply from all the rack points notified in the state and to restore vendors in all the districts of the state.

The Hon'ble Deputy Chief Minister also reviewed the transportation amount being given by all the fertilizer manufacturers/supplier companies to the wholesalers/retail fertilizer vendors. Direction was given to provide a report of the amount of transportation given to the wholesale fertilizer seller / retail fertilizer seller in the financial year 2024-25.

He directed that information should be obtained about the amount of transportation given on the movement of fertilizer in the border states of the state such as Uttar Pradesh, Jharkhand and West Bengal and also in Madhya Pradesh. Its comparative statement should be prepared and the Fertilizer Department, Government of India should be requested for necessary amendment in the interest of the state.

The Honorable Deputy Chief Minister reviewed the sale of FCO / non-FCO products along with fertilizer by the manufacturer / supplier companies. Representatives of all manufacturer / supplier companies were directed that under no circumstances should any other product be tagged with fertilizer and sold to farmers. He said that a banner with detailed information regarding the utility of the fertilizer supplied in the state should be displayed at the establishment of all retail fertilizer sellers, so that information can be made available to the farmers. Directives were given to organize training-cum-review meeting of all manufacturer/supplier company representatives and sellers. Directives were given to keep special vigil on movement of fertilizers in the border districts of the state, so that effective control can be kept on diversion of fertilizers.

The Honorable Deputy Chief Minister clearly directed all fertilizer manufacturer/supplier company officials to ensure that fertilizers are made available to farmers at the right price and on time in all districts of the state, and action should be taken seriously on receipt of complaints. Such fertilizer sellers in the state who have not been buying and selling fertilizers in the past years should be identified and action should be taken against them as per rules. Authorization letter should be made available to new fertilizer sellers as per requirement.
