Odisha Takes Giant Leap in Semiconductor Manufacturing with ₹2,000-Crore SiCSem Plant in Bhubaneswar
CM Mohan Charan Majhi says the state is emerging as India’s next electronics and IT hub; new R&D collaborations at IIT Bhubaneswar to boost innovation under the nation’s Semiconductor Mission.
Odisha has taken a major stride in the semiconductor sector and, after Bengaluru, is fast emerging as India’s new electronics and IT capital, Chief Minister Mohan Charan Majhi said today.
Speaking at the foundation stone laying ceremony of SiCSem Pvt. Ltd. at Infovalley, Bhubaneswar — for a semiconductor manufacturing unit with an investment of Rs.2,000 crore, the Chief Minister said that Odisha’s journey in the semiconductor sector is gaining strong momentum.
“This moment is not just about bricks and cement; it symbolizes aspiration, stability, collaboration, and self-reliance,” Majhi said.
He added that the semiconductors produced at the new facility will be used in missiles, electric vehicles, defense equipment, railways, and solar energy systems.
On the occasion, the Chief Minister announced that SiCSem Pvt. Ltd. has also established a Research and Innovation Centre at IIT Bhubaneswar with an investment of Rs.64 crore.
Additionally, union Railway Minister Ashwini Vaishnaw has sanctioned Rs.5 crore from his MPLAD fund for setting up a “NaMo Semiconductor Laboratory” at IIT Bhubaneswar.
The initiative, Majhi said, will create greater opportunities for students to pursue advanced research in semiconductor technology.
Majhi stated that under the leadership of Prime Minister Modi, India is advancing from “chip to ship” in every mission.
Odisha, he added, is scripting a new chapter of self-reliance in semiconductor and electronics manufacturing and will play a vital role in realizing the Prime Minister’s Semiconductor Mission.
He revealed that two companies have recently signed MoUs in New Delhi to set up semiconductor units in Odisha, with a proposed investment of around Rs 3,000 crore.
“Odisha will soon be recognized as a national hub for semiconductor manufacturing,” the Chief Minister declared.
Vaishnaw, speaking virtually, said,“Prime Minister Narendra Modi’s vision is becoming a reality — Odisha is developing as the gateway to Purvodaya.”
He emphasized that the establishment of the NaMo Semiconductor Laboratory will foster collaboration between academia and industry, creating “golden opportunities” for young minds to acquire technical expertise and drive innovation.
Odisha Electronics and IT Minister Dr. Mukesh Mahaling said the state is proud to contribute to the Prime Minister’s vision of a Viksit Bharat (Developed India).
The event was attended by Chief Secretary Manoj Ahuja, IIT Bhubaneswar Director Sripad Karmalkar, Managing Director of Arcane Chemical Industries Ranjit Pendurthy, SiCSem Pvt. Ltd. Managing Director Guru Thallapaneni, and Class-SiC Wafer Fab Ltd. CEO Jennifer Walls, among others.
