PM Modi Ends Bihar Campaign with Call to Defeat ‘Jungle Raj’, Says RJD-Congress Symbolise Corruption and Fear

Addressing a massive rally in West Champaran’s Bettiah, the Prime Minister urged voters to back the NDA for peace and progress, warning that the opposition seeks to revive crime and chaos, while NDA drives Bihar’s development and empowerment.

Addressing an election rally, Prime Minister Narendra Modi on Saturday charged that “RJD and Congress leaders come into politics only to loot people and restore the old system of corruption and fear and to bring back katta, crime and Goondaraj in Bihar.”

The PM concluded his election campaign for the Bihar Assembly poll with a massive rally in West Champaran’s Betiah today, Modi urged voters to defeat the RJD-Congress alliance, which he said represents the return of corruption, crime, and jungle raj, and to ensure “Once Again NDA Government in Bihar.”

The Prime Minister alleged that the RJD leaders were poisoning the minds of Bihar’s youth with a dangerous mentality and added that the opposition leaders wish to come to power and join politics solely with an intention of filling there coffers.

Recalling the situation under previous RJD-Congress governments, Modi said Champaran had witnessed the “most frightening form of jungle raj.” “This land of Satyagraha was turned into a hub of dacoits and criminals. Murders were routine, and sisters and daughters could not step outside their homes safely,” he said, reminding people that where there is no rule of law, “the poor and marginalised are the first victims.”

Modi said under the good governance of Chief Minister Nitish Kumar, peace and order had been restored in Bihar and added that it is now the responsibility of every citizen to ensure that Bihar never returns to the days of jungle raj. He urged youth to vote wisely. “Say no to the Katta Sarkar, vote for NDA with full alertness.”

Highlighting RJD’s mentality, Modi took a dig at the party and narrated an incident from one of its rallies. PM Modi said that a journalist asked a young boy his reason for attending an RJD rally, the child replied, "Because RJD makes people bahubali (strongmen), and I want to become one. This shows the poisonous mindset of RJD and Congress, which want to turn Bihar’s youth towards crime,” he explained.

Modi contrasted this with the NDA’s efforts to empower youth through education and employment saying that the NDA was opening ITIs, engineering colleges and medical colleges, while the RJD Congress want to make children, a criminal, he remarked. Modi said the election was not just about defeating the opposition parties but about defeating their mindset and mentality of crime.

“This election should not only ensure the defeat of RJD-Congress but also of their mentality that sows the seeds of poison in Bihar’s children,” he said.

Reiterating his commitment to develop Bihar as a Powerhouse of Development, the Prime Minister said Bihar’s new identity will emerge from food processing, tourism, textiles, and technology. Bihar is moving ahead as a Make-in-India hub. This is the land that gave India the meaning of social justice and now it will set an example of prosperity and development, he asserted.

Modi highlighted the economic progress made under the NDA government, pointing out how GST and reforms have benefited ordinary citizens. He said that before 2014, during the Congress-led government supported by RJD, inflation was at its peak, but now under NDA, GST has reduced prices of everyday items like food, soap, oil, shoes, and clothes. People in Bihar are saving thousands of rupees every month.

He noted that sales of motorcycles and mobile phones in Bihar had doubled over the past year, showing growing prosperity. Under the NDA government, "we make policies that save your money, while RJD-Congress looted people’s savings to fill their own coffers," Modi said.

Listing major development projects in the Champaran region, the Prime Minister said, that thousands of crores of rupees worth of highway projects have been approved to reduce the travel time between Patna and Betiah to just one and a half hours. A new bridge will enhance connectivity with Uttar Pradesh, the Vande Bharat Expressway from Patna to Gorakhpur will pass through Betiah, and the Raxaul airport is under construction. He added that such projects were creating opportunities for farmers, entrepreneurs and youth, making West Champaran a major industrial hub.

Dubbing RJD-Congress family, a synonym for corruption, Modi accused the RJD’s top family of being “the most corrupt in Bihar and among the most corrupt in India.” Without naming anyone, he said, that these two "Naamdars" (dynasts) roaming around Bihar, both are out on bail in scams worth thousands of crores.

Modi said the NDA government had transformed the lives of women by giving them dignity and economic strength. He said that under NDA, every house got tap water, LPG connections, and toilets. Women got 50% reservation in panchayats, and 33% reservation in Parliament and Assemblies. Bihar’s daughters are getting 35% reservation in government jobs, he said adding that under the Mukhyamantri Mahila Udyamita Yojana, more than 1.4 crore women in Bihar had already received Rs 10,000 each to support self-employment.

Concluding his address with an emotional appeal, Modi said that the light of mobile phones of the people is showing the way to a developed Bihar. "Never let the lantern rule return. I will come again to take part in the NDA’s swearing-in ceremony,” he promised.

He urged voters to set new records in the second phase of voting on November 11, saying, that the people of Bihar broke all polling records in the first phase. Now it is the turn of the voters of the second phase to surpass them and ensure victory at every booth for NDA candidates.

The Prime Minister said a massive NDA victory would strengthen the path of development, prosperity, and good governance in Bihar.
