Bihar’s Industrial Boom: State Targets ₹50 Lakh Crore Investment as Manufacturing Footprint Expands

Industrial areas double, exports soar to ₹17,000 crore, MSMEs touch 3.5 million as government unveils mega plan to transform Bihar into a top-five investment destination.

You all know that large-scale industrialization is essential for rapid economic growth and employment generation in any state. The Bihar government has done considerable work in this direction. The number of industrial areas has increased from 46 in 2005 to 94 in 2025. The number of industrial units has increased from 1,674 in 2005 to 3,500 in 2025. Similarly, the export of industrial products from Bihar, which was only ₹25 crore in 2005, has increased to ₹17,000 crore in 2025. The number of micro, small, and medium enterprises has increased from 72,000 in 2005 to 3.5 million in 2025, and the contribution of industries to Bihar's GSDP has increased from 5.4 percent in 2005 to more than 21 percent in 2025. This reflects the government's efforts to promote Bihar's industrial development.

To position Bihar among India's top five investment-friendly states, the Department of Industries will organize investor conferences in major commercial centers across the country and the world to attract large industries. We have begun work on a plan to attract ₹50 lakh crore in investment over the next five years. This includes promoting Ease of Doing Business (EoDB), establishing five new mega food parks with modern food processing and logistics facilities, developing 10 industrial parks and 100 micro, small, and medium enterprise parks across the state, training 700,000 people in industry-relevant skills and entrepreneurship, establishing a Directorate of Micro, Small, and Medium Enterprises and micro, small, and medium enterprise centers in all districts. Key initiatives include providing export and marketing facilities for local products.

To promote industries in the state, a total of 44,073 entrepreneurs have been provided incentives under the Chief Minister's Entrepreneurship Scheme. This has encouraged people to start their own industries/businesses and provide employment to a large number of people.

With the aim of making Bihar the new tech hub of Eastern India, a top committee has been formed to develop and continuously monitor the implementation of an action plan for the establishment of a Defense Corridor, Semiconductor Manufacturing Park, Global Capability Center, Mega Tech City, and Fintech City. Additionally, a top committee has been formed to develop and establish Bihar as a 'Global Back-End Hub' and 'Global Workplace'. Furthermore, a plan has been developed, implemented, and continuously monitored to expand employment-oriented activities in startups and other new-age economy sectors within the state for talented youth and entrepreneurs.

The establishment of an Integrated Manufacturing Cluster (IMC) spanning approximately 1,700 acres in Dobhi, Gaya, is progressing rapidly and will be inaugurated soon. Thirty-one new state-of-the-art industrial parks will be established modeled after the Integrated Manufacturing Cluster (IMC) model, spanning 14,036 acres of land across 29 districts of the state, including 10 sector-specific parks such as textile parks and pharma parks. A total of ₹26,000 crore will be spent on rapid industrial development in the state.

Bihar now has all the necessary infrastructure for setting up industries, including good road connectivity, good rail and air connectivity, and uninterrupted power supply. The rule of law is established in the state, and the law and order situation is quite good. We will also ensure that the youth of the state are not forced to leave the state for employment.
