Special Intensive Revision of Electoral Rolls Begins Across Tamil Nadu Ahead of 2026 Assembly Elections

Special Intensive Revision in Tamil Nadu: Despite stiff opposition from the ruling DMK and its allies, the Special Intensive Revision (SIR) of electoral rolls, ahead of the Assembly elections due in 6–7 months’ time, began in Tamil Nadu today.

The month-long enumeration of electoral rolls will continue till December, after which the draft electoral rolls will be published during the second week of next month, and the final rolls in February 2026.

Officials said the door-to-door voter list revision exercise would cover all 234 Assembly Constituencies in Tamil Nadu, with the participation of nearly 77,000 officials, including Booth Level Officers (BLOs).

The process involves four stages. From November 4 to December 4, BLOs will distribute and collect partially pre-filled enumeration forms during house visits. The draft voter list will be published on December 9, allowing citizens to file claims and objections until January 8, 2026.

After detailed verifications, the final electoral roll is set for release on February 7, 2026. This extensive revision aims to add new voters eligible as of January 1, 2026, remove ineligible or duplicate entries, and maintain an accurate voter database. Tamil Nadu Special Intensive Revision Process Explained

Tamil Nadu Chief Electoral Officer Ms. Archana Patnaik said that as part of this exercise, house-to-house enumeration will be carried out from today till December 4, 2025. Booth Level Officers (BLOs) will visit every household to distribute partially pre-filled Enumeration Forms in duplicate to all existing electors and guide them in filling up the form.

If a BLO finds that any house is locked or closed, he or she shall make at least three visits. Electors may also download their Enumeration Forms and submit the filled-in forms online.

BLOs will collect the filled-up forms and provide an acknowledgment on one copy of the Enumeration Form, which will be retained by the elector. Online submissions will also be verified by the BLOs during their house visits.

Electors are requested to fill in the details of their names or the names of their parents or grandparents in the electoral roll of the previous SIR. The BLOs will assist electors in filling up these details.

The names of all electors who have submitted their duly filled Enumeration Forms to the BLO during the house-to-house enumeration period will be included in the Draft Electoral Roll, which will be published on December 9, 2025. This will include names of electors who have submitted the filled and signed forms online as well.

What If Unable to Submit SIR Enumeration Form?

In case any elector is unable to submit their filled-in Enumeration Form within the specified time, he or she may file Form 6, along with the prescribed Declaration Form, for inclusion during the claims and objections period, which is from December 9, 2025, to January 8, 2026.

For electors who have not furnished details in full, the ERO/AERO will initiate an inquiry, and electors can submit necessary documents (the list is mentioned on the backside of the Enumeration Form) during the hearing.

During the claims and objections period, electors can apply for inclusion of name in the roll as a new elector using Form 6 (with a new Declaration Form) and apply for shifting of residence within the constituency or outside the constituency, correction or updation of entries, replacement of EPIC, and marking of PwD using Form 8. Date of Final Electoral Roll Publishing in Tamilnadu

The Final Electoral Roll will be published on February 7, 2026, after all claims and objections are considered.

Electors can file an appeal on any decision of the ERO to the District Magistrate under Section 24(a) of the Representation of the People Act, 1950, and a second appeal under Section 24(b) against the decision of the first appellate authority to the CEO in the manner prescribed under Rule 27 of the Registration of Electors Rules, 1960.

All electors are requested to take the help of BLOs if required in filling up the forms and submit the duly filled and signed forms to the BLOs as and when they visit their houses during the enumeration period from November 4, 2025, to December 4, 2025.

In this regard, a meeting was also held by the CEO with the representatives of all the recognized national and state political parties on October 29, 2025, and the process of Special Intensive Revision was explained in detail.
