Delhi Legislative Assembly Secretariat Issues Notices to Punjab Police Over FIR on Allegedly Doctored Atishi Video
Speaker flags breach of House privilege, seeks explanation from senior Punjab Police officials over Jalandhar FIR linked to Delhi Assembly proceedings involving Atishi
Delhi Legislative Assembly Secretariat has issued notices to senior Punjab Police officials over the registration of an FIR in Jalandhar related to an alleged doctored video clip of Delhi Assembly proceedings involving Leader of Opposition Atishi.
According to the notices dated January 10, the FIR was registered by the Jalandhar Police Commissionerate on the basis of a press release claiming that a video clip from the Delhi Assembly proceedings of January 6, 2026, was forensically examined and found to be deliberately doctored.
The matter was brought to the notice of the Speaker during the House sitting on January 9.
Secretariat stated that the Delhi Assembly is already seized of the issue concerning remarks allegedly made by Atishi on the floor of the House.
The matter has been referred to the Committee of Privileges of the Delhi Assembly. It was also noted that the video clip had already been sent for forensic examination on the request of opposition members.
Speaker has expressed grave concern over the action taken by the Punjab Police, stating that the issue falls exclusively within the domain of the privileged House. The proceedings of the Assembly are privileged and are the property of the House, the notice said.
Speaker has directed that an explanation be sought on how the Punjab Police interfered in a matter that was under the consideration of the Delhi Assembly. The notices ask the concerned officials to submit a written explanation along with relevant documents, including copies of the complaint, FIR and forensic report, within 48 hours.
Separate notices have been issued to the Police Commissioner Jalandhar, the Special DGP Cyber Cell Punjab, and the Director General of Police Punjab. Delhi assembly also mentioned that the notices have been issued with the approval of the Speaker.
On Friday, the Jalandhar Police Commissionerate said an FIR has been registered on the complaint of Iqbal Singh regarding the uploading and circulation of an edited and doctored video of Atishi, MLA and Leader of Opposition in the Delhi Vidhan Sabha.
According to the police, several social media posts circulated a short video clip allegedly showing Atishi making derogatory and blasphemous remarks against Gurus, along with inflammatory captions.
A police spokesperson said the investigation was conducted in a scientific manner. The video clip containing Atishi’s audio was downloaded from a social media post shared from the X account of Kapil Mishra and was sent to the Director, Forensic Science Laboratory, Punjab, SAS Nagar, for examination.
Jalandhar police statement claimed "as per the forensic report dated January 9, 2026, the word Guru was not uttered by Atishi in the audio contained in the video clips circulated on social media. The report said the video was deliberately doctored and words were falsely attributed through captions that were never spoken by her."
After the FIR was registered by the Punjab Police, Kapil Mishra reacted on social media platform X, saying that FIRs and police pressure cannot scare him.
He claimed that the video is part of the Delhi Assembly records and has been heard by everyone. He alleged that Atishi has not attended the Assembly since that day despite being called several times by the Speaker.
Mishra also accused the Punjab Police of ignoring crimes in Punjab and instead filed an FIR to shield the Leader of Opposition.
