Bihar Revenue Department Issues Final Ultimatum to Striking Employees: Return by May 30 or Face Salary Cuts

Secretary Jai Singh warns of "no work, no pay" policy and disciplinary action for revenue staff who don't resume duties by 5 PM deadline;

The Revenue and Land Reforms Department has announced a last chance for the striking revenue personnel of the state. The Secretary of the Department, Jai Singh, has written a letter to the DMs of all the districts that the revenue employees who end the strike and contribute at their place of posting by 5:00 pm on Friday, May 30, 2025, should be granted the leave earned for the period of strike and their service should be regularized. The salary of the employees returning after this date should be paid on the basis of "no work, no pay" and the department will take a separate decision regarding regularization of their service.

In this regard, earlier on 21.05.2025, the department had issued a press release and issued information to all the striking revenue employees through newspapers and social media that they must return to work within three days of the publication of the press release. In compliance with which it was informed by all the districts that many employees have ended the strike and ensured contribution at their place of posting.

-For those revenue employees who are still on strike, the government has given clear instructions that:

• Employees who contribute till 5 pm on May 30, 2025 will be granted earned leave for the strike period and their service period will be considered regular.

• Employees who return after the said time limit, their salary will be calculated on the basis of "no work, no pay".

Also, the government will take a decision in future to regularize the service of such personnel.

• Immediate disciplinary action will be initiated against such revenue employees. If the laptop provided by the department is not returned to their posting office by the said period, then immediate action will also be initiated against them under the Public Demand Recovery Act (PDR Act).

Secretary Jai Singh has asked all the District Magistrates to make available the report of the action taken against such revenue employees to the department as soon as possible.
