No Farmer to Be Denied Scheme Benefits Over Registry: Bihar Agriculture Minister Ram Kripal Yadav

Ram Kripal Yadav says 45 lakh farmer IDs created under AgriStack; warns of strict action against fertiliser black marketing and sets 2028 target for Bazar Samitis.

Bihar’s Agriculture Minister Ram Kripal Yadav on Wednesday unequivocally asserted that no farmer will be deprived of the benefits of agricultural schemes because of not getting registered under Farmer Registry.

“We will not leave any farmer out of the ambit of ‘farmer registry’ and no one will be deprived of the benefits of central government’s schemes. My department is completely taking care of farmers’ interest,” Yadav said during a press conference held at IPRD’s conference hall here.

Reiterating his commitment to increase agricultural income besides making it (agri) a honourable profession, Yadav said that the department has so far prepared farmer ID of 45 lakh farmers under ‘AgriStack’ scheme which is 52 per cent.

The department will continue to hold camps for making farmer IDs, he said adding that farmers can also apply online for making ID cards or they can get ID cards made at Vasudha Kendras in their villages.

Farmer Registry has been started as an important initiative for the farmers in the state. Under this system, a unique farmer ID (Farmer) ID will be created for each farmer to avail the benefits of all types of schemes run by Central and the state governments.

Yadav was accompanied by Agriculture Department’s Principal Secretary, Agriculture Director Saurabh Suman Yadav, Director (Horticulture) Abhishek Kumar and Director (Marketing) Shailendra Kumar, other senior officials on the occasion.

MINISTER TO UNDERTAKE FIELD VISITS

Outlining his target of making farmers prosperous and developed Bihar (Samridh Kisan, Viksit Bihar), Yadav said that he along with his officials will undertake field visits in districts and meet farmers soon after the cessation of the Bihar Legislative Assembly and will try to resolve the problems being faced by the farmers on the ground.

Entrepreneurs associated with agriculture, agri startups and innovators will sit together and prepare plan for better future, he added.

Over 90 per cent of state’s farmers are either marginal or small farmers, he said and added that Nitish Kumar government, with the support of Narendra Modi led Central government, is committed to providing all possible help, assistance and facilities to farmers such as – fertiliser, seed, tools, insecticide, market in order to increase their income.

STERN ACTION AGAINST FERTILISER BLACK MARKETING

Asserting that there will not be any shortage of ‘fertiliser’ in the state, the minister warned those indulged in black marketing of fertiliser in the state if they will create problems for farmers and said that “we have given strict order to carry out raids to check black marketing of fertiliser. For this, flying squads have been constituted at headquarters level. As a result, 104 FIRs have been lodged against fertiliser shops as on February 17, 2026 whereas licenses of 419 fertiliser shops have been cancelled.”

BAZAR SAMITIS IN ALL THE DISTRICT TO BE READY BY 2028

As part of Agriculture Roadmap-4, the government has set up a target of having at least one Bazar Samiti in each district, the minister said adding that out of 22 Bazar Samitis, for which renovation work had been started, seven Bazar Samitis have been inaugurated by CM Nitish Kumar while the remaining 32 will be opened in a phased manner by 2028 i.e. by the end of fourth Agriculture Roadmap.

ACREAGE OF PULSES & OILSEED TO BE DLOUBLED IN NEXT 5 YRS

With a view to mitigate the dependence on imports of pulses and oilseed, the state government has set a target of making itself self dependent in the production of the two crucial items, Yadav said and added that the acreage of both pulses and oilseeds will be doubled in next five years. The plan has been prepared as what crop will be produced in which district, he added.

PRODUCTION & PRODUCTIVITY OF RICE, WHEAT, MAIZE INCREASED

Following the better and effective implementation of past three “Agriculture Roadmaps” and fourth one is currently operation since October 2023, the productivity of rice has increased to 29.70 lakh quintal per hectare in 2024-25 from 12.37 quintal per hectare in 2007-08. The production of rice has increased to 99.34 lakh metric tonnes (MT) from 42.66 lakh MT during the same period.

The productivity of wheat has increased to 33.44 quintal per hectare during a period between 2017-18 to 2024-25 whereas it was 18.29 quintal per hectare during a period between 2003-04 to 2007-08. Wheat’s production has increased to 78.27 lakh MT from 37.97 lakh MT during the same period.

Similarly, the productivity of maize has increased to 69.13 quintal per hectare during a period between 2017-18 to 2024-25 whereas it was 25.04 quintal per hectare during a period between 2003-04 to 2007-08. The production of maize has increased to 66.03 lakh MT from 15.97 lakh MT during the same period.
