State-Level Review Meeting of Department-Implemented Schemes Chaired by the Secretary
A state-level review meeting chaired by the Secretary assessed the progress and quality of projects implemented by the Building Construction Department and 19 other departments in Patna.
A state-level review meeting was held today at the Adhiveshan Bhawan in Patna under the chairmanship of Kumar Ravi, Secretary of the Building Construction Department. During the meeting, the progress of projects implemented by the Building Construction Department and the Bihar State Building Construction Corporation Limited, along with schemes of 19 other departments, was reviewed to obtain updated information on their status.
The review meeting was attended by the Additional Secretary, Joint Secretary, Chief Engineer, Director of Monitoring, Superintending Engineer, Executive Engineer of the Building Construction Department, as well as nodal officers from administrative departments and several other officials.
During the meeting, a thorough review was conducted to accelerate the work of administrative department projects, ensure timely completion of delayed projects according to the work plan, and resolve issues arising in the implementation of schemes. Executive Engineers were instructed to expedite ongoing construction in divisional jails across various districts. It was also directed that the handover process be completed once the work is finished. Officials were instructed to terminate contractors in case of delays in completing pending projects.
Instructions were also given for the construction of additional buildings in various engineering colleges. Officials were directed to complete construction on time, without granting any additional extensions. Following this, the construction of schools and hostels for Scheduled Castes, Scheduled Tribes, and other backward classes was also reviewed. The Secretary was informed that the construction of several schools would be completed soon.
Construction of Atal Kala Bhavans is planned in seven districts, including Araria, Nawada, and Kaimur, with each building having a capacity of 620. Remaining works at the Rajgir Sports Complex are being expedited, and directives were issued to accelerate the construction of other sports facilities as well.
Completion of remaining buildings at Bihar Veterinary Science University was instructed within the scheduled timeframe. Meanwhile, the Building Construction Department is constructing 2,615 Panchayat government buildings, of which 327 have already been completed. Assurance was given that 1,000 more buildings would be completed in the next 2–3 months. The Secretary instructed that these constructions be completed promptly.
Work on cooperative buildings in districts including Nalanda, Lakhisarai, Bhojpur, and Darbhanga was also reviewed. In addition, construction of block-cum-subdivision office buildings was assessed. The Building Construction Department is constructing block-cum-subdivision offices in 240 blocks across the state and office-cum-residential complexes in 59 blocks.
The Secretary requested Executive Engineers to submit reports regarding site-related issues for quick resolution. After reviewing the work of the Building Construction Department and 19 other departments, quality monitoring reports were reviewed to ensure construction standards.
Executive Engineers were instructed to hold bi-monthly meetings with contractors to ensure high-quality construction. Responsibilities of Executive Engineers and contractors were clarified to guarantee building quality. Engineers were also directed to test materials such as bricks, tiles, sand, and rods in the department’s central laboratory to ensure compliance with standards and maintain high construction quality.
Executive Engineers were instructed to update the online PIMS portal, with the data uploaded on the portal to be closely monitored at higher levels.
